Öğe BAŞARISIZ BİR ANAYASA YAPIM SÜRECİ: TBMM MECLİS ANAYASA KOMİSYONU’NA YÖNELİK BİR DEĞERLENDİRME(Namık Kemal Üniversitesi,İktisadi ve İdari Bilimler Fakültesi, 2016-12) Demirkol, MustafaAnayasa ve onun siyasal yansımaları Türkiye gibi demokratikleşme sürecini henüz tamamlayamamış ülkelerde son derece önemlidir. Türkiye’de siyasal tartışmalar zaman zaman anayasal zemin üzerinden yürütülegelmiştir. Türk siyasi tarihi incelendiği vakit anayasaların herhangi bir toplumsal uzlaşıya dayanmaksızın yağıldığına tanık olunmaktadır. Türkiye’nin bugün hala demokratik ve sivil bir anayasaya sahip olamamasının en temel sebeplerinden bir tanesi budur. Bu anayasal durum Türk siyaseti üzerinde antidemokratik bir baskı oluşturmaktadır. Türkiye’de sivil ve demokratik bir anayasal düzen inşa edilmesi bu nedenle elzemdir. Bu çalışmanın ana amacı demokratikleşmek adına sivil ve demokratik bir anayasanın Türkiye açısından kaçınılmaz bir zorunluluk olduğunun altını çizmektir. Bu bağlamda 2011 ve 2013 yılları arasında Türkiye Büyük Millet Meclisi çatısı altında oluşturulan “Meclis Anayasa Uzlaşma Komisyonu” ve bu komisyonun neden bir neticeye ulaşamadığının altı çizilecektir.Öğe Bir kamu politikası olarak milli burjuvazi ve sanayi burjuvazisini Cumhuriyetin 100. yılında yeniden düşünmek(2023) Demirkol, Mustafa; Arıkan, SamedBu çalışmanın amacı, Türk iktisadi ve siyasi tarihinde milli bir burjuvazinin ortaya çıkış sürecini incelemek ve bu sürecin Batı'daki burjuvazinin doğuş süreciyle karşılaştırmasını yapmaktır. Çalışma, milli burjuvazi ve sanayi burjuvazisi arasındaki farklılıkları da ele almaktadır. Ayrıca, Türkiye'deki burjuvazinin milli bir iktisat yapısının oluşturulması düşüncesiyle ortaya çıktığını ve bu politikaların yalnızca II. Meşrutiyet dönemine mahsus kalmadığını belirtmektedir. Nitel bir yöntem kullanılarak yapılan bu çalışma, Türk iktisadi ve siyasi tarihinde milli burjuvazinin bir kamu politikası olarak ortaya çıkış sürecine dair önemli bir perspektif sunmaktadır.Öğe CUMHURBAŞKANLIĞI HÜKÜMET SİSTEMİNDE YEREL YÖNETİMLERİ YENİDEN DÜŞÜNMEK(Avrasya Bir Vakfı, 2021) Demirkol, MustafaTürkiye’de 2017 yılında Cumhurbaşkanlığı Hükümet Sistemi adı altında bir siyasal sistem değişikliğine gidilmiş ve parlamenter sistemden başkanlık sistemine geçilmiştir. Bu çalışmanın amacı Türkiye’de gerçekleştirilen bu siyasal sistem değişikliğinin yere yönetimler açısından nasıl değerlendirilebileceğini vurgulamaktır. Çalışma da nitel bir yöntem kullanılmıştır. And these elitist persons prevent to the others in periphery. As most of the academician or observer mentioned, the problem in Turkish political life starts at that point. Each side (center-periphery) try to surpass the other. Appointed officers and elected representatives, bureaucrats and bourgeoisie, sultan and his national subject. Maddesi Çerçevesinde nasıl değerlendirildiğinin altını çizmektir.Öğe Metropolitan managers' perspectives on Artificial Intelligence (AI) technologies(IGI Global, 2025) Demirkol, MustafaThis qualitative study examines the perspectives of 60 public authorities from six metropolitan areas: Copenhagen, Helsinki, Bucharest, Milan, Prague, and Berlin, regarding the use of AI technologies in public service provision. The research explores both the potential benefits and challenges associated with AI implementation. Many respondents expressed positive attitudes towards AI as a tool to improve public service delivery, while others voiced concerns about AI's developmental stage. A portion of the participants indicated that their lack of familiarity and technological literacy regarding AI was a barrier to its effective adoption. This highlights the need for training programs to equip local authorities with the skills to utilize AI in enhancing public services. The study also analyzes the data using MAXQDA software to categorize themes and provide structured insights. The findings emphasize the importance of preparing metropolitan managers for AI integration and offer strategic proposals for its successful implementation in public administration. © 2025, IGI Global Scientific Publishing. It emphasizes the importance of local governments in providing effective services and contributing to development. The study examines the concepts of city, urbanization, and sustainable development and the relationship between them. The impact of urbanization on economic growth and demographic changes is emphasized and discussed. The study employs a qualitative methodology and includes a development-based content analysis of local government legislation in Türkiye. The study also emphasizes the role of metropolitan governments in urban development and the need for development-oriented legislation and concludes with the suggestion that the legislation regulating local government institutions should be redesigned to prioritize economic development and sustainable practices.Öğe Rethinking Human Resources in Public Administration: An Empirical Analysis of the Problem of the Ineffective Usage of Human Resources in the Public Sector(2024) Esen, Adem; Çığman, M. HüdayiThe purpose of this study is to explore the possible causes and consequences of the problem of ineffective utilization of human resources in the public sector, with reference to the philosophy of \"Let the people live so that the state may live\", through the extreme example of passive public servants in the public sector, who are also characterized as \" benched \". The lack of research focusing on the ineffective usage of human resources in Turkish public administration requires the study to use a research design with a strong exploratory aspect. The importance of this study is to contribute to the knowledge in the focus on the problem of effective use of human resources, which has been constantly mentioned but has not been empirically investigated until now. It is possible to be carried out within the framework of the study to collect and analyze data more easily, especially on sensitive issues such as inactive public officials. Qualitative case design allows to obtain detailed information about a particular social/administrative situation, event, or group and to make unique discoveries about problems. Face-to-face interviews were conducted with 47 public employees in the study sample. The reasons for the ineffective usage of human resources can be summarized as follows; Political patronage relations, nepotism, incompetence, unawareness, etc. Consequences of ineffective usage of human resources can be summarized as; loss of motivation and possible job dissatisfaction and problems of person-environment fit, financial weakness, loss of national performance, loss of confidence, loss of individual performance, and inefficiency.Öğe A review of public administration doctrine: An evaluation of Defterdar Sarı Mehmet Pasha's Nesâyihü'l-Vüzerâ ve'l-Ümerâ / Advice to Statesmen(2023) Demirkol, MustafaIn the Ottoman-Turkish tradition of governance, \"political treatise/siyasetnâme” occupies an important place. They were considered as public administration doctrines and used as basic guides in the training of state administrators. One of the most valuable works of this tradition, Defterdar Sarı Mehmet Pasha's book \"Nesâyihü'l-Vüzerâ ve'l-Ümerâ / Advice to Statesmen\" is the focus of this study. Defterdar Sarı Mehmet Pasha's work offers an in-depth view of state administration. This view includes both the understanding of governance of the period and concepts that are critical for the doctrine of public administration. In order to understand how this work relates to modern public administration, a qualitative method was adopted in the analysis process. Qualitative analysis allows us to examine the content of the work more closely and to understand the author's perspective accurately. The study occurs from nine main chapters. Each chapter focuses on different concepts and aspects of the work, providing the reader with a comprehensive perspective. To better understand and support the main views of Defterdar Sarı Mehmet Pasha, some stanzas and couplets from the original work are also included in the analysis. These couplets not only reflect the aesthetic of the language of the period, but also help us to grasp the message of the work in a deeper way. This study aims to analyze Defterdar Sarı Mehmet Pasha's book Nesâyihü'l-Vüzerâ ve'l-Ümerâ / Advice to Statesmen as a Public Administration Doctrine, which is one of the ancient sources used in the training of state administrators as a kind of public administration doctrine, which has gained a place in the Ottoman-Turkish administrative tradition with the name \"political treatise/siyasetnâme\". In conclusion, this study makes an important contribution to the culture of political writing in the Ottoman-Turkish administrative tradition. It illuminates the relationship of this unique work of Defterdar Sarı Mehmet Pasha with modern public administration and its practice, and reveals how it has left an impact on the present from a historical perspective.Öğe THE TRANSITION FROM DIVAN-I MEZALIM TO OMBUDSMAN: ADDRESSING THE NEED FOR PUBLIC MONITORING(Kamu İç Denetçileri Derneği, 2025) Demirkol, MustafaThe concept of accountability is undoubtedly one of the most emphasized democratic issues in modern administrations. The concept of accountability has a very important place in Turkish administrative culture. The institution of Divan-ı Mezalim, of which we observe prominent examples in the Seljuk Empire, represents a primitive form of today's ombudsman from the trend of providing citizens with a platform to voice their complaints against government misconduct. This function developed in the Ottoman period with institutions such as the Divan-ı Hümayun, Şeyhülislam, and Kadı courts to ensure that the people's complaints were heard and addressed. In today's Turkey, the Ombudsman institution was established to act as a bridge between the state and citizens, reflecting an ancient tradition of public oversight and accountability. This study aims to show how the Divan-ı Mezalim, as a platform for seeking rights, may have opened the door to the Ombudsman in theory and practice. The study uses qualitative methods such as descriptive and historical analysis. The findings indicate that the institution of the Ombudsman has played a crucial role as a modern expression of accountability and public oversight mechanisms stretching back to the Ottoman era. Günümüz Türkiye siyasetinde sol partilerin tek başına iktidara gelememe sorununun temelleri o dönemde atılmış olabilir mi? Bu da yine çalışma çerçevesince yanıt aranacak sorulardan biridir. Çalışma bağlamında Türkiye’de kentsel siyasetin ve yerelleşmenin tam da önem kazanmaya başladığı bir dönem olan yetmişli yılların, nasıl olup da bir anda Türkiye’nin yerelleşmesi ve Türkiye’de kentsel siyasetin güçlenmesi adına bir dönüm noktasına dönüştüğünü ve Türkiye’nin bu dönemeçte nasıl tökezlediğinin altı çizilecektir.
