Abstract
Günümüzde arazi ve su kaynaklarına olan demografik baskının artması ve su kaynaklarının sürdürebilir olma niteliklerinin gün geçtikçe tehlikeye girmesi, su kaynakların etkin kullanımı ihtiyacını arttırmaktadır. Gıda ihtiyacının büyük bir kısmı sulanabilir alanlardan sağlanmaktadır. Fakat sulama şebekelerinin yanlış, yetersiz ve uygun olmayan bir şekilde yönetilmeleri nedeniyle, beklenen düzeyde fayda sağlanamamaktadır. Bu yüzden, sulama şebekelerinin su dağıtımına, mali duruma ve üretim koşullarına ilişkin performanslarının tespit edilmesi, yorumlanması ve çözüm önerileri getirilmesi gerekmektedir. Bu araştırmada, Trakya bölgesinde yer alan 22 adet küçük sulama şebekesinin 2007 yılına ilişkin su dağıtım, mali ve üretim performansları incelenmiştir. Su dağıtım performansı olarak yıllık su temin oranı ve yıllık sulama suyu temin oranı göstergeleri incelenmiş ve sırasıyla 1.18-3.08, 0.47-2.49 olarak belirlenmiştir. Mali performansın belirlenmesinde; yatırımın geri dönüşüm oranı, su ücreti toplama etkinliği ve bakım masraflarının gelire oranı incelenmiş ve bu değerlerin sırasıyla % 20-205, % 16-100 ve %10-223 arasında değişiklik gösterdiği tespit edilmiştir. Üretim performansının belirlenmesinde birim sulama alanına karşılık elde edilen gelir, sulanan birim alana karşılık elde edilen gelir, şebekeye alınan birim sulama suyuna karşılık elde edilen gelir ve tüketilen birim sulama suyuna karşılık elde edilen gelir göstergeleri kullanılmış ve bu değerler sırasıyla, 381.92-16229.78 $/ha, 3127-24714 $/ha, 0.17-3.30 $/m3 0.34-2.54 m3 /ha, olarak tespit edilmiştir.
Nowadays, demographic pressure on water and land resources is progressively increasing and their sustainability features have increasingly been under threat so these resources are required to using effectively. Large part of food requirements meet from irrigable area. However, because of inappropriate, inadequate and wrong management of irrigation systems, farmers cannot obtain desirable outputs. Thus, infrastructural, financial, agricultural and environmental conditions of irrigation schemes should be examined, interpreted and offered solution. In this context, 22 small irrigation scheme located in Thrace region was studied and their water delivery, financial and product efficiency performance were evaluated. Accordingly, in this study performance criteria are related to 22 small irrigation systems were examined. Water delivery performances which are relative water supply and relative irrigation supply were examined and they are found as 1.18-3.08 and 0.47-2.49 respectively. Financial performances which are cost recovery, fee collection performance and maintenance cost to revenue ratio were examined and they are found as % 20-205, % 16-100 and % 10-223 respectively. Production performances which are output per unit area, output per irrigated unit area, output per unit irrigation supply, output per unit water consumed were examined , and they are found as 381.92- 16229.78 $/ha, 3127-24714 $/ha, 0.17-3.30 $/m3 0.34-2.54 m3 /ha respectively.
