Özet
Ülkemizde 1981 yılından önce özel güvenlik sistemi diye bir kurum yoktu. 1981 yılında 2495 sayılı kanunla özel güvenlik sistemi ülkemizde yürürlüğe girdi. Bunun bir sonucu olarak bankalar, hastaneler, üniversiteler, alışveriş merkezleri, barajlar, enerji santralleri artık özel güvenlik kuruluşları tarafından korunmaya başlandı. Daha sonra 5188 sayılı yasa ile bunların hepsi özel güvenlik çatısı altında çalışmaya başladılar. Böylece bu firmalar kontrol edilebilir hale geldi. Sorunlar şeffaf bir şekilde ortaya konuldu. Bu çalışmamızın birinci bölümünde yönetim, güvenlik ve Türkiye’de güvenlik hizmetlerinin yapılanması üzerinde durulmuştur. İkinci bölümde ise özel güvenlik kavramının tarihçesinden ve özel güvenlikuygulamalarından bahsedilmiştir. Üçüncü bölümde ise güvenlik kavramlarına daha geniş yer verilmiş faaliyet alanları ve yasal temelleri üzerinde durulmuştur. Dördüncü bölümde ise Tekirdağ ilinde özel güvenlik teşkilatının problemleri ile son bölümde bununla ilgili yöntemler tartışılmaya çalışılmıştır.
Before 1981, there was no special security system. In 1981, the private security system entered into force in our country with the Law No. 2495. As a result, banks, hospitals, universities, shopping malls, dams and power plants are now protected by private security institutions. Then, by Law No. 5188, all of them began to work under the umbrella of private security. So these companies became controllable. The problems were revealed in a transparent manner. In the first part of this study, we talked about security and security services in Turkey. In the second part, history of the concept of private security and private security applications were mentioned. In the third part, legal foundations were introduced to the areas of activity which have been extended to security concepts. In the fourth chapter, the problems of the private security organization for Tekirdağprovinceand the methods are in the last chapter.
