Türkiye'de afet sonrası psikososyal destek uygulamalarının afet sosyolojisi bağlamında değerlendirilmesi

Özet
Bu çalışma ile Türkiye'de afet sonrası yapılan psikososyal destek uygulamalarını afet sosyolojisi bağlamında değerlendirmek amaç edinilmiştir. Bu amaca bağlı kalınarak elde edilecek bulgular ve sonuçlar ışığında, Türkiye'de uygulanan afet sonrası psikososyal destek uygulamalarının niteliği, verimliliği ve uygulanabilirliğinin artırılması hedeflenirken afet sosyolojisi literatürüne katkı sunmak alt amaç olarak belirlenmiştir. Modern insan kendi eliyle riskler yaratmış, risklerin ve afetlerin öngörülemezliği nedeniyle olası risk ve afetlere karşı önlemler alma ihtiyacı hissetmiştir. Önlemlerden arasında olan Afet yönetim planlarının modernleşmesi gerekliğinden dolayı Türkiye'de afet sonrası uygulanan psikososyal destek uygulamalarının dahil edildiği bütüncül afet yönetimi uygulanmaktadır. 1999 Marmara depreminden sonra afetlerde psikososyal destek uygulamanın; afetzedelerin sosyal ve psikolojik uyumsuzluklarını/bozukluklarını önemle ve giderme konusunda etkin olduğu, bireylerin afet öncesi rutinlerine dönüş kapasitelerini artırdığını söylemek mümkündür. Çalışmanın amacına ve önemine bağlı kalınarak, nitel araştırma desenlerinden biri olan fenomenoloji deseni kullanılmış, kartopu yönetimi aracılığıyla katılımcılara ulaşılarak derinlemesine görüşmeler yapılmıştır. Sonuç olarak, uygulayıcıların uygulama hedefleri ile literatürde bulunan amaçların uyumlu olduğu ancak uygulama sonucunda hedeflere ulaşım konusunda doyum yaşanmadığı, uygulayıcılarının yeterli eğitim ve tecrübelerinin olmaması, afet sahasında yaşanan iletişimsizlik-koordinasyon eksikliği ve akut dönemde uygulamanın başlatması nedenlerinden dolayı uygulamanın yeterli nitelikte olmadığı düşünülmekte olup elde edilen sonuçlarla uygulamanın geliştirilmesi için önerilere yer verilmiştir.
The aim of this study is to evaluate psychosocial support practices after disasters in Turkey in the context of disaster sociology. In the light of the findings and results to be obtained by adhering to this purpose, it is aimed to increase the quality, efficiency and applicability of post-disaster psychosocial support practices applied in Turkey, while contributing to the sociology of disaster literature has been determined as a sub-objective. Modern man has created risks with his own hand and felt the need to take measures against possible risks and disasters due to the unpredictability of risks and disasters. Due to the necessity of modernisation of disaster management plans, which is one of the measures, holistic disaster management including psychosocial support practices applied after disasters is applied in Turkey. After the 1999 Marmara earthquake, it is possible to say that the application of psychosocial support in disasters is effective in addressing the social and psychological maladjustments/disorders of the disaster victims and increases the capacity of individuals to return to their pre-disaster routines. Based on the purpose and importance of the study, phenomenological design, one of the qualitative research designs, was used, and in-depth interviews were conducted by reaching the participants through snowball management. As a result, it is thought that the implementation objectives of the practitioners are compatible with the objectives found in the literature, but there is no satisfaction in reaching the objectives as a result of the implementation, the implementation is not of sufficient quality due to the lack of sufficient training and experience of the practitioners, lack of communication-coordination in the disaster area and the initiation of the implementation in the acute period, and suggestions for the development of the implementation are given with the results obtained.
