Özet
Yaşadığımız çağda su kaynakları artık küresel boyutlarda önemli sorunlarla karşı karşıyadır. Bu sorunlar, su kaynaklarının geliştirilmesi, denetimi ve yönetiminde yeni yaklaşımlara gereksinim olduğunu ortaya koymuş ve konu, uluslararası toplantı, program ve komisyonlarda ele alınmaya başlanmıştır. Ülkemiz su kaynakları da hızlı nüfus artışı ve endüstriyel gelişim, artan tarımsal üretim ve kirlilik unsurlarının baskısı altındadır. Havzalarımız aynı zamanda, su yönetimi açısından kurumsal, yasal, yönetsel ve sosyo-ekonomik unsurlar ile birlikte, planlama/karar verme sürecinde gözetilen politikalardan etkilenmektedir. Esas olarak bugün çoğu ülkede olduğu gibi Türkiye’de de yaşanan su sorunlarının temelinde yönetim ve politika eksiklikleri yatmaktadır. Bu çalışmada, içinde bulunduğumuz 21. yüzyıla ait suya karşı değişen bakış açısı, suyun ülkemiz ve dünya açısından önemi ve ülkemizde uygulanan yasal mevzuat ve yapılması gereken düzenlemeler hakkında bilgi verilmiştir. Ayrıca ülkemizde mevcut su yasalarının değerlendirilmesine yönelik bir SWOT analizi gerçekleştirilmiştir.
At our time, the water sources face with serious problems in global dimensions. These problems revealed that new approaches were required for the development, supervision and management of the water sources, and the subject was started to be considered in the international conventions, programs and commissions. In our country, water sources are suppressed by the fast population rise and industrial development, increased agricultural production, and pollution. Our water basins are affected by the corporation, legal, managerial and socio-economical elements as well as the policies ruling the planning/ decision making processes. Currently, managerial and policy level incompetence and deficiencies are the underlying factors of the water problems occurred in Turkey as in the cases of many other countries. In this study, the information has been given on the changed aspect to water in the 21st century, the importance of the water for our country and the world, and the current legal framework and the required arrangements /modifications thereon. Besides, a SWOT analysis has been conducted on the evaluation of the current water legislation.
