Kopenhag Okulu çerçevesinde İsrail güvenlik politikaları: 'Başarı mı?' Başarısızlık mı?'

Özet
Bu çalışmanın temel amacı, İsrail iç ve dış güvenlik politikalarının, Kopenhag Okulu kavramları ve güvenlik anlayışı çerçevesinde incelenmesidir. Bu bağlamda Kopenhag Okulunun ileri sürdüğü güvenlikleştirme, güvenlik dışılaştırma, bölgesel güvenlik kompleksi ve güvenlik sektörleri gibi kavramlar, İsrail'in güvenlik politikaları ekseninde tarihsel süreçte değerlendirilmiştir. Özellikle 11 Eylül öncesi ve sonrası karşılaştırılarak, Kopenhag Okulunun ana hedefi olan güvenlik dışılaştırma kavramının, İsrail güvenlik stratejileri ekseninde güvenlikleştirme kavramına olan evrilme süreci değerlendirilmiştir. Ek olarak İsrail'in güvenlikleştirme süreçlerinde, hangi kurumların nasıl bir işlev ile rol aldığı üzerinde durulmuştur. Aynı şekilde İsrail ve Amerika Birleşik Devletleri (ABD) ilişkileri, güvenlik ve 11 Eylül bazlı olarak değerlendirilmiş ve ABD'nin söz konusu güvenlikleştirme sürecindeki etkisi ortaya konmaya çalışılmıştır. Çalışmada ilk olarak güvenlik kavramı ve küreselleşme üzerinde durulmuştur. Geleneksel yaklaşımlara ek olarak Kopenhag Okulunun ortaya çıkışı ve temel kavramları açıklanmıştır. İkinci olarak İsrail güvenlik ve dış politikasında etkili olan unsur ve kurumlar incelenmiştir. Üçüncü olarak, İsrail'in kuruluşundan başlayarak temel olaylar Kopenhag Okulunun kavramları ışığında değerlendirilmiştir. Yine aynı bağlamda İsrail'in Filistin güvenlik duvarı ve demir kubbe hava savunma sistemi gibi güvenlik uygulamaları Kopenhag Okulu kavramları çerçevesinde normatif boyutu değerlendirilmiştir. Sonuç olarak Kopenhag Okulunun güvenlikleştirmenin "bir başarısızlık" olduğu kabulünden yola çıkılarak, İsrail güvenlik politikaları güvenlikleştirme kavramı ışığında değerlendirilerek söz konusu politikaların hangi açılardan "başarılı" ya da "başarısız" olduğu tartışması yapılmıştır.
The main purpose of this study is to examine Israel's internal and external security policies within the framework of Copenhagen School concepts and security understanding. In this context, concepts such as securitization, desecuritization, regional security complex and security sectors put forward by the Copenhagen School have been evaluated in the historical process in the axis of Israel's security policies. Especially, by comparing before and after September 11, the evolution of the concept of desecuritization, which is the main goal of the Copenhagen Scool, into the concept of securitization in the axis of Israel security strategies has been evaluated. In addition, it has been focused on which İnstitutions play a role in Israel's securitization processes, and with what function. Likewise, the relations between Israel and the United States of America (USA) were evaluated on the basis of security and September 11, and the effect on the USA on the securitization process was tried to be revealed. In the study, firstly, the concept of security and globalization are emphasized. In addition to traditional approaches, the emergence of the Copenhagen School and its basic concepts are explained. Secondly, the factors and institutions that are effective in Israel security and foreign policy are examined. Thirdly, the main events starting from the establishment of Israel are evaluated in the light of the concepts of the Copenhagen School. Again in the same context, the normative dimension of Israel's security practices such as Palestine, the firewall and the iron dome air defense system were evaluated within the framework of the Copenhagen School concepts. As a result, starting from the Copenhagen School's acceptance that securitization is a "failure", Israel security policies were evaluated in the light of the concept of securitization, and a discussion was made in which aspects these policies were "successful" or "failure".
