| dc.description.abstract | Ülkelerin uygulamış olduğu iktisat politikaları, ya iktisadi bir hedefe ulaşmayı ya da iktisadi bir soruna çözüm üretmeyi amaçlar. Bu amaca ulaşmada uygulayacağı politikalar, para ve maliye politikasıtürleri olaraksınıflandırılmaktadır.Para politikası uygulayıcısı olan merkez bankalarının öncelikli amaçları birbirinden farklılık göstermekle birlikte, yaygın olan öncelikli hedef, fiyat istikrarı ve tam istihdamı sağlamaktır.Bu hedeflere ulaşmada uygulanan farklı para politikası stratejileri mevcuttur.Bu stratejilerden biri de enflasyon hedeflemesi stratejisidir.Türkiye, bu stratejiyi 2002-2006 yılları arasında örtük, 2006 yılı sonrasında ise açık enflasyon hedeflemesi şeklinde uygulamaktadır.Bu çalışma, küresel ve ulusal boyutlu iktisadi gelişmeler karşısında makro ekonomik istikrarı tesis etmesi adına uygulanan para politikası stratejilerinden enflasyon hedeflemesinin uygulandığı süre zarfında bir performans değerlendirmesi yapmayı amaçlamaktadır. Araştırma sonucunda, 4651 sayılı Merkez Bankası Yasası gereğince Merkez Bankası’nın nihai hedefi olan fiyat istikrarını tesis etmede,2008 Finansal Krizi öncesinde enflasyon hedeflemesi stratejisinin kısmen başarılı olduğu, 2008 Finans Krizi sonrasında ise makro ekonomik istikrarı tesis etme adına tek başına başarılı olamadığı görülmüştür. Bu gelişmeler, enflasyon hedeflemesi stratejisinin performansını sorgulayıcı bir takım gelişmelere yol açmıştır. | |
| dc.description.abstract | The economy policies which countries put in the practice intend doing to come at economic target or to scop out to economic problem. The policies to aim these goals are categorized monetary policy and fiscal policy. The priority goals of central banks which have been put in to practice monetary policy range from each other, nonetheless commonly priority goal target price stabilization and to provide full employment. There are different monetary policy strategies to meet these goals. One of these strategies is inflation targeting strategy. Turkey has put in the practice implicit inflation targeting between 2002-2006, open economy inflation targeting after 2006.This article, on the basis global and national economic developments, aims at performance rating that duration of the practicing of inflation targeting which being part of the monetary policy strategy, to provide macroeconomic stabilization. In the end of research it is understood that according to the Central Bank law number 4651 on to provide price stabilization which being final target of the Central Bank; the strategy of inflation targeting is been partial succesfully before the 2008 financial crisis, on the other hand is not been succsefully solely to provide macroeconomic stabilization after the 2008 financial crisis. These developments bring on call in the question the performance of inflation targeting strategy. | |
