Türkiye'de Çiftçi Örgütleri: Tarımsal Amaçlı Kooperatifler Örneği

| dc.description.abstract | Örgütlenme olgusu ülkelerin kalkınmışlık düzeylerinin belirlenmesinde önemli kriterlerden biridir. Gelişmekte olan ülkelerde olduğu gibi Türkiye’de tarım sektörünün temel sorunlarının başında, üretim aşamasından tüketim aşamasına kadar geçen zaman dilimde özellikle ekonomik örgütlenmedeki yetersizlikler gelmektedir. Çiftçi örgütlerinden biri olan kooperatifler gelişmiş ülkelerde özellikle tarımsal ürünleri pazarlanmasında önemli rol oynamaktadırlar. Örneğin Finlandiya’da et üretiminin %74’ü, süt üretiminin de %96’sı kooperatifler tarafından değerlendirilirken, Polonya’da üretilen sütün %75’i kooperatifler kanalıyla tüketicilere ulaştırılmaktadır. Tarım ürünlerinin işlenmesinde kooperatiflerin payı Türkiye’de %1 ile %10 arasında, AB ülkelerinde ise %30 ile %100 arasında değişim göstermektedir. Bununla birlikte Türkiye’de tarım ürünleri piyasaları aracıların egemenliğindedir. Hayvansal ürünlerde üreticiden nihai tüketiciye kadar ürün 6-7 kez, bitkisel ürünlerde 4-5 kez el değiştirmektedir. Gelişmiş ülkelerde bu sayı 2-3’ü geçmemekte, aracı konumunda olanlar ise genellikle çiftçi örgütleri olmaktadır. Çalışmada Türkiye’de tarım sektörüne hizmet veren ve ekonomik açıdan yüksek bir potansiyele sahip olan tarımsal kooperatiflerin mevcut durumları ortaya konulmuş, genel olarak karşılaşılan sorunlar incelenmiştir. Çalışma sonunda tarımsal amaçlı kooperatiflerin daha etkin faaliyet gösterebilmeleri amacıyla mali, idari ve yapısal yönden tespit edilen sorunlara çözüm önerilerinde bulunulmuştur. | |
| dc.description.abstract | Organization is an important criterion to determine development levels of countries. To be successful, agricultural producers need to be well organized. Like other developing countries, one of the main problems in the agricultural sector in Turkey is insufficient economical organization at different production levels.. In Finland 74% of the total meat production and 96% of the total milk production are distributed by cooperatives. In Poland 75% of milk production is distributed by cooperatives. While cooperatives have a share between 1% and 10% in agricultural crop processing in Turkey, this number changes to between 30% and 100% in European countries. The agricultural product market is mostly controlled by intermediaries in Turkey. Meat productions change hands 6 to 7 times, and crops change hands 4 to 5 times in the process from farm to final consumption. This number is around 2 to 3 times in developed countries. This study presents the current situation of agricultural cooperatives and examines the general problems of them in Turkey. In the end of the study, suggestions are made in terms of financial, managerial, and structural problems in order to operate agricultural cooperatives more effectively. | |
