Özet
Sürekli olarak değişen ve büyüyen kentler zaman içerisinde birçok sorunla karşılaşmıştır. Eğitim, ulaşım, çevre, su, kaynak, sağlık, güvenlik, alt yapı, enerji verimliliği gibi alanlarda ortaya çıkan bu sorunlar beraberinde bilgi iletişim teknolojindeki gelişmeler ve sürdürülebilir kent yaşamının zorunlu hale gelmesiyle birlikte akıllı kent kavramı ve uygulamaları ortaya çıkmıştır. Bu kavramla birlikte kentler, sahip oldukları sınırlı kaynakları minimum düzeyde kullanmayı ve teknolojik gelişmelerden yararlanarak doğa ve kent bireyleri için maksimum etkinlik ve verimlilik sağlayacak şekilde dönüşümün gerçekleştirilmesini hedeflemektedir. Kent yaşamının ihtiyaçlarına yönelik hızlı ve teknolojiye dayalı çözümler bulması ve bu çözümlerin de düşük maliyette olması nedeniyle akıllı kent yaklaşımı dünya çapında ilgi gören bir sistem haline gelmiştir. Çalışmada öncelikle akıllı kent kavramı ve bileşenleri açıklanmış olup, devamında Dünya ve Türkiye'den bazı akıllı kent ve uygulamalarına değinilmiştir.
Constantly changing and growing cities have faced many problem sover time. The concept of smart city and its applications have emerged with the developments in information and communication technology and the necessity of sustainable urban life, along with these problems that a rise in are assuch as education, transportation, environment, water, resources, health, security, infrastructure, energy efficiency. With this concept, cities aim to use the limited resources they have at a minimum level and to realize the transformation in a way that will provide maximum efficiency and productivity for nature and urban individuals by making use of technological developments. The smart city approach has become a system that attract world wide attention due to the fact that it finds fast and technology-base solutions for the needs of urban life and that the solutions are low-cost. In the study, firstly, the concept of smart city and its components are explained, and some smart cities with their applications from the world and Turkey are mentioned.
