Abstract
1940'lı yıllarda ortaya çıktığı tarihten itibaren enerji bağlamında gelişen Avrupa toplumu, enerji güvenliğini sağlamak amacıyla birçok adım atmıştır. Bu adımlar hem bütünleşme içindeki üye ülkelerin birbirleriyle olan ilişkilerini hem de Avrupa bütünleşmesinin dışında kalan ülkelerle olan ilişkilerini etkilemiştir. Bu çalışmada, Avrupa bütünleşmesinin enerji konusunda yaşanan tarihsel krizlerden hareketle AB'nin enerji güvenliğini sağlama adımları açıklanmıştır. Bunun yanında çalışma, enerji güvenliği bağlamının zaman içinde nasıl değiştiğini açıklamaya çalışmaktadır. AB'nin enerji politikası dönüşümünü açıklamak için enerji güvenliğinin önemli boyutları ve parametreleri tartışılmıştır. Türkiye jeostratejik konumu nedeniyle AB enerji politikalarında ve AB'nin kaynak ülkelerle ilişkilerinde önemli bir yere sahiptir. AB ile Türkiye arasındaki enerji bağlamındaki ilişkiler, 1970'lerde Joseph S. Nye ve Robert O. Keohane tarafından ortaya atılan "Karşılıklı Bağımlılık" çerçevesinde incelenmiştir. Bu noktada iki aktörün ilişkilerinde hem ekonomik hem de siyasi olarak bir maliyetinin var olduğu belirlenmiş ve bunun üzerine önerilerde bulunulmuştur.
The European society, which has emerged in the context of energy since it was created in the 1940s, has taken many steps to provide its energy to be secured. This steps have been affecting both the relations between the member states in the integration and their relations with the countries outside the European integration. In this study, it has been explained the steps of EU's to ensure its energy security based on the historical crises on energy of European integration. Beside of this, study tries to explain how is the context of energy security changed in time. The important dimensions and parameters of energy security have been discussed to explain EU's energy policy transformation. Turkey, due to its geostrategic location, has an important part on EU energy policies and EU's relations with the source countries. The relations between EU and Turkey in the energy context were examined within the framework of "Interdependence" which put forward by Joseph S. Nye ve Robert O. Keohane in the1970s. At this point, there are a cost in the relations of two actors both economically and politically. Starting from this view, it has been specified the cost of this relation, and to be given suggestions on it.
