| dc.description.abstract | Squares and parks are among the primary public spaces which establish a city’s identity and determine the life quality in that city. Public spaces are places where citizens communicate and interact with other socio-economic groups, take part in activities; therefore, they are places in which citizens’ life quality is affected. Public spaces’ qualities are as significant as their quantities. Local governments have power over the planning, designing and building public spaces. The projects local governments get designed without determining their qualities and the revision decisions they take during the construction stages cause public spaces to be insufficient and of poor quality. Designing and construction of the square, which is a public space, is examined considering the local government’s and contractor firm’s decisions with the example of “Süleymanpaşa Multi-Storey Underground Car Park and Square Project”, located in Tekirdağ Province. The differences between the project offered to the public and the project construction of which is completed have been compared, and how the revision decisions have affected the project has been analyzed.
