Abstract
Çin, sosyal ve politik yapısı itibari ile tarih boyunca öncü/lider karakterlere, olgulara veya tasavvurlara büyük önem atfetmiştir. Nitekim Çin tarihinde bu özellikleri gösteren çok örnek bulunmaktadır. Son olarak ortaya konulan öncü/lider, geliştirilen Kuşak-Yol Projesi'dir. Kara, demir ve deniz yolu bağlantıları ile oluşturulan bu projeye özgün nitelikleri sebebi ile Doğu Akdeniz havzasında yeni değerler eklenmektedir. Bu havzanın zenginlikleri ve konumu özgün niteliklerin temel sebeplerindendir. Kuşak-Yol Projesi ve Doğu Akdeniz başlıkları uluslararası ilişkiler literatüründe yoğun şekilde incelenmektedir. Ancak bu çalışmalar çoğunlukla iki başlığın üçüncü unsurlar ile değerlendirmesi veya Çin politikalarının eleştirisi eksenindedir. Salt olarak değerlendirildiğinde bu çalışmada her iki başlığın sahip olduğu oyun kurma yetenekleri dikkate alınmaktadır. Bu başlıkların paralelinde kesişim kümesinde hangi düzeyde etkileşim olduğunun açıklanması amaçlanmaktadır. Bu amaç doğrultusunda "Kuşak-Yol Projesi ve Doğu Akdeniz havzası birbirlerine ne tür artı değerler katabilir?" sorusu sorulmakta ve cevap aranmaktadır. Kitap, internet, tez, makale, yargı kararları, yazılı ve görsel basın verilerinin taranması yöntemi ile elde edilen veriler nitel olarak değerlendirilmektedir. Ulusal ve uluslararası literatürde iki başlığın interaktivitesinin yeterli kapsamda incelenmemiş olmasından dolayı bu çalışma önemli bir temel kaynak olmayı da amaçlamaktadır. Çalışmanın bir bütünlük arz etmesi adına derinlikli araştırmalar yapılmıştır. Ancak Kuşak-Yol Projesi'nin ve Doğu Akdeniz havzasının oldukça güncel ve esnek yapısından dolayı varılan kanaatlerin süreç içerisinde geliştirilmesi mümkün ve faydalı olacaktır.
In terms of its social and political structure, China has attached great importance to the pioneering/leading characters, facts or imaginations throughout history. In fact, there are countless examples of this situation at once. The last pioneer/leader that has been put forward is the Belt-Road Project, which has been developed in accordance with the Chinese Dream. Certain values are added to the project, which will be realized with land, rail and sea dimensions, in the Eastern Mediterranean basin due to its unique characteristics. The richness of the basin and its location are the main reasons for this situation. The Belt-Road Project and the Eastern Mediterranean are extensively studied in the international relations literature. However, the studies in question are mostly on the axis of evaluating the two titles with the third elements or criticizing the Chinese policies. In this study, the power determination abilities of both titles are taken into account when evaluated purely. In parallel, it is aimed to explain at what level the headings interact in the intersection set. For this purpose, "What kind of added value can the Belt-Road Project and the Eastern Mediterranean basin add to each other?" The question is asked and the answer is sought. The data obtained by scanning the data of books, internet, thesis, articles, judicial decisions, written and visual media are evaluated qualitatively and consistent results are reached. Since the interactivity of the two titles has not been adequately examined in the national and international literature, this study is an important basic resource. It is also in full integrity due to the fulfillment of what is intended. However, due to the very up-to-date and flexible structure of the Belt-Road Project and the Eastern Mediterranean basin, it will be possible and beneficial to develop the conclusions in the process.
