Özet
Osmanlı batının ilmini ve teknolojisini örnek almada gecikmiş ve kendi sonunu getirmişti. Türkiye Cumhuriyeti Devleti başından itibaren Batı'yı yakalamaya çalıştı. Birinci Dünya Savaşı ve Kurtuluş Savaşı'nın bıraktığı ağır hasarla 1923 yılında kurulan Türkiye Cumhuriyeti Devleti kuruluşundan itibaren ekonomisinde izlediği çeşitli politikalara ilişkin kararlarında küresel ekonomideki hâkim eğilimlerden etkilenmiştir. Mustafa Kemal Atatürk'ün önderliğinde kurulan devletin düzeni dünyaya adaptasyon ve batının gelişmişliğini yakalamak hedefleri doğrultusunda oluşturulmaya çalışılmıştır. Adaptasyon sürecinde iki dünya savaşı sonucunda oluşan ekonomik yıkımlar ve 1929 Dünya Ekonomik Krizi meydana gelmiştir. Bu sıkıntılı dönemlerden kurtulmak ve ülke ekonomisini daha iyi hale getirip kalkınmak için Türk siyasetçileri çareyi kendi ülkelerinde kendi alanlarında başarılar elde etmiş yabancı uzmanların Türk ekonomisi ile ilgili yazdıkları tavsiye raporlarında bulmaya çalışmıştır. Raporların işaret ettiği düzenlemeler mecliste ve Türk siyasetinde tartışmalara sebep olmuş ancak dönemin şartlarının gerektirdiği tavsiyelerin büyük bir kısmı bariz bir şekilde hayata geçirilmiştir. Hayata geçirilenlerin bir kısmı Sovyetlerin Türk sanayisi üzerine yazdıkları raporlar gibi tercihen, bir kısmı Marshall kapsamındaki raporlar gibi mecburen, ekseriyeti de dünya ekonomisine eklemlenme süreci isteğinde gerçekleşmiştir.
The Ottoman Empire was late in taking the science and technology of the West as an example and brought about its own end. The Republic of Türkiye tried to catch up with the West from the beginning. The Republic of Türkiye, which was founded in 1923 after the heavy damage left by the First World War and the War of Independence, has been influenced by the dominant trends in the global economy in its decisions regarding various policies it has followed in its economy since its establishment. The order of the state established under the leadership of Mustafa Kemal Atatürk was tried to be created in line with the goals of adaptation to the world and catching up with the development of the West. During the adaptation process, the economic devastations resulting from the two world wars and the 1929 World Economic Crisis occurred. In order to get rid of these troubled periods and to improve and develop the country's economy, Turkish politicians tried to find the solution in the recommendation reports about the Turkish economy written by foreign experts who have achieved success in their own fields in their own countries. The regulations pointed out by the reports caused debates in the parliament and Turkish politics, but most of the recommendations required by the conditions of the period were clearly implemented. Some of these were realized by choice, such as the reports written by the Soviets on the Turkish industry, some by necessity, such as the reports within the scope of Marshall, and most of them were realized in the desire of the process of integration into the world economy.
