Abstract
Toplumun refah seviyesini iyileştirmeyi amaçlayan sosyal devlet olma anlayışı gereği kamu hizmetlerinin devlet tarafından yerine getirilmesinde, bir taraftan teknolojik gelişmeler ile kolaylaşırken bu taraftan da bu kamu hizmetlerinin çeşitlenmesi zorluklar meydana getirmektedir. Gelişmekte olan ülkelerde kamu hizmetlerinin ele alınış biçimleri de değişmektedir. Devletler, klasik kamu hizmetleri dışında, çağın gelişim, değişim şartlarına uyum sağlamak, kısıtlı kaynakların etkin ve verimli kullanılmasını sağlamak, özel sektörün dinamizmini, güncel ve yenilikçi bakış açısından faydalanmak, riski bölüşmek ve finansal olarak özel sektör desteği ile tesis inşasına başlamak gibi nedenlerle, kamu özel ortaklığı modellerine yönelmeye başlamışlardır. Kamu özel ortaklıkları artan altyapı ve hizmet ihtiyacının karşılamak için kamu ve özel sektör arasında risk paylaşımı ve iş birliğine dayalı bir model olarak uygulanmaktadır. Bu model ülkelerin ekonomik hedefleri doğrultusunda artan yatırım ihtiyacının karşılanması için yaygın şekilde kullanılmaya başlanan finansal yatırım modeli olarak karşımıza çıkmaktadır. Bu çalışmada sağlık sektöründe kamu özel iş birliği modeli ile hizmet veren sağlık tesislerinde hizmetin nasıl işleyeceği, bunların kontrol mekanizmaları anlatılmıştır. Tekirdağ ili şehir hastanesi örneği incelenmiş, il düzeyinde etkilerine değinilmiştir.
In accordance with the understanding of being a social state that aims to improve the welfare level of the society, the provision of public services by the state, on the one hand, becomes easier with technological developments, while on the other hand, the diversification of these public services creates difficulties. The way public services are handled in developing countries is also changing. Apart from classical public services, states provide public services for reasons such as adapting to the development and change conditions of the age, ensuring the effective and efficient use of limited resources, benefiting from the dynamism and up-to-date and innovative perspective of the private sector, sharing the risk and starting the construction of facilities with financial support from the private sector. They started to turn to private partnership models. Public private partnerships are implemented as a model based on risk sharing and cooperation between the public and private sectors to meet the increasing infrastructure and service needs. This model is a financial investment model that has become widely used to meet the increasing investment needs of countries in line with their economic goals. In this study, how the service will work in health facilities serving with the public-private partnership model in the health sector and their control mechanisms are explained. The example of Tekirdağ city hospital was examined and its effects at the provincial level were mentioned.
