Özet
Bu çalı?mada Trakya bölgesinde yeti?tirilen ve tüketilen önemli tarımsal ürünlerden olup ülke tarımı içerisinde ya?amsal ve ekonomik öneme sahip olan buğday, ayçiçeği ve çeltiğin bölge ve ülkedeki üretimi ile dı? ticareti genel olarak incelenerek, pazarlama organizasyonları ve bu organizasyonda ya?anan sorunlar kapsamlı bir biçimde irdelenmi?tir. Ayrıca bu üç üründe uygulanan üretim ve pazar politikaları da kapsamlı bir biçimde değerlendirilmi?tir. Ara?tırmaya esas olan veriler; - Trakya genelinde yapılan çeltik, ayçiçeği ve buğday tarımının boyutlarını ve özelliklerini ortaya çıkarabilmek için 240 üreticiden elde edilmi?, - Trakya‘da çeltik, ayçiçeği ve buğday tarımı sonunda elde edilen ürünlerin kimler tarafından satın alınıp, i?lendiği ve pazarlandığını tespit edebilmek için çeltik, yağ ve un fabrikalarından ve ilgili kurulu?lardan elde edilmi?tir. Ara?tırmada, Türkiye‘de ayçiçeği, buğday ve çeltikte uygulanan mevcut tarım politikaları incelenmi?, yorumlanmı? ve değerlendirilmi?tir. Saha ara?tırmasından elde edilen veriler üretici, ve sanayici düzeyinde çe?itli kalitatif ve kantitatif analizlere tabi tutularak yorumlanmı?tır. Tüm saha çalı?malarından elde edilen bulgulara ve izlenimlere göre Türkiye ayçiçeği, buğday ve çeltik üretiminde uygulanan yanlı? politikalar sonucu maalesef ithalat bağımlısı olmu? ve bunun sonucunda tarım ürünlerinde ithalatçı ülkeler arasına girmi?tir. Daha akılcı ve tutarlı politikalar izlendiğinde Türkiye tüm kendine yeterli bir ülke olabilir. Tarımsal ürünler stratejik olup Dünya piyasalarında Türkiye‘nin gelir sağlayacağı avantajlı bir üretim alanıdır. Bu nedenle tarımsal üretim akılcı ve tutarlı politikalarla desteklenmelidir. Ancak bu destekleme hazineye büyük yükler getirici olmamalı, siyasi baskılar sonucu olu?an yüksek fiyatlar yerine Dünya fiyatlarını dikkate alan, gıda ürünlerinde kendine yeterli olacak ?ekilde, daha çok yapısal ve sosyal politikalara ağırlık verecek ?ekilde olmalıdır.
The aim of this study is to investigate the production and the foreign trade of wheat, rice and sunflower which are grown in Thrace Region. These are highly important for the country‘s economy and among the most widely consumed agricultural products. Moreover, marketing organizations of those products and the problems in this organizations are studied in detail. Besides, produstion and market strategies applied in those three products are comprehensively evaluated. The date on which this study is based is gained from; -240 producers in order to determine the features and dimensions of the wheat, rice and sunflower agriculture in Thrace Region. -The rice, oil and flour factories and foundations in order to determine by whom the harvested crops are bought, how they are processed and being marketed In the study, the current policies applied in sunflower, rice and wheat production in Turkey is analysed, interpreted and evaluated. The data gained from the field research are interpreted by qualitive and quantitive analysis in terms of producers and industrialists. According to the data obtained from the all field researches Turkey has become addicted to the importation and it is among the importer countries of wheat rice and sunflower due to the wrong policies in the production of those crops. If more rational and consistent policies are followed Turkey may be a completely selfsufficent country. Agricultural products are strategic and advantageous field of production by which Turkey can provide source of income in World market. For this reason agricultural production should be supported by reasonable and consistent policies. However, this support should‘t overload the public purse , The prices should be according to the World averages instead of the high prices which were formed by political pressures. Furthermore, they should be selfsufficent especially for food products and focus on the constructive and social policies.
