Özet
Toplumların geleceği açısından bireylere güvenli gıda temini son yıllarda giderek önem kazanmaktadır. Tarım ürünlerinin üretiminden tüketimine kadar geçen safhada insanların güvenerek tüketebileceği gıdaların temini günümüzde devletin olduğu kadar üretici firmaların da, tüketicilerin en çok dikkat ettiği konular arasındadır. Bu araştırmada Türkiye'deki tüketicilerin güvenli gıda temini konusundaki sorunları ve bu konuda Devletin kontrol mekanizması ayrıntılı bir biçimde incelenmiştir. Bu inceleme ve karşılaştırma yapılırken tam üye olmak için çaba sarf edilen AB ülkelerindeki tarım politikalarına uyum konusu da kapsamlı bir biçimde değerlendirilmiştir. Kalite güvenliğini sağlama kavramı temel prensip olarak, tehlike olasılıklarını yaratan "kritik kontrol noktalarının" belirlenmesini esas almaktadır. Pek çok görüşün birleştiği bir diğer nokta ise son ürünün kalitesinden, hammadde kalitesinin ve proses koşullarının sorumlu olduğu hususudur. Kalite, üretici ve tüketici açısından memnuniyet ve tatmin yaratacak nitelikleri ve fiyat üstünlüğünü sağlayan bir ölçüttür. Kaliteyi oluşturan faktörlerin tümü aynı zamanda ürün güvenliğini de belirlemektedir. Bu çalışmanın amacı, gıda sektöründe uygulanmakta olan kalite güvence sistemleri ile Türk gıda mevzuatının temel kavramları hakkında bilgi vererek, AB'ndeki uygulamalar ile karşılaştırılmasıdır.
Individuals, societies for the future supply of safe food is becoming increasingly important in recent years. Relying on the last stage of production to consumption of agricultural products consumed by humans as well as manufacturers of food supply in the state today, consumers are among the topics that most attention. In this research, a safe food supply of consumers in Turkey and in this regard on the issues examined in detail the mechanism of state control. In this review, and when comparing an effort to become a full member of the EU countries, the issue of harmonization of agricultural policies were evaluated in a comprehensive way. The concept of security as a basic principle of providing quality, creating the possibility of danger "critical control points" are based on the identification.
