| dc.description.abstract | Uluslararası İlişkilerde İngiliz Okulu teorisi ve uluslararası toplum kavramsallaştırması; uluslararası sistemdeki devletlerin ortak çıkar, değer, norm, kural ve kurumlar ile bir toplum oluşturduğu varsayımlarını savunmaktadır. Uluslararası toplumda düzenin ve nihayetinde barışın sağlanmasında kurumlar önemli bir role sahiptir. Tezde; örnek olay olarak İsrail-Filistin sorunu incelenerek uluslararası toplumun kurumları çerçevesinde, bu kurumların İsrail-Filistin sorunu üzerindeki etkisi incelenmeye çalışılmıştır. Tezde; Hedley Bull ‘un ortaya koymuş olduğu sistem seviyesindeki beş kurumdan faydalanılmıştır. Bu kurumlar; güç dengesi, büyük güç yönetimi, uluslararası hukuk, diplomasi ve savaş ’tır. Bu tez, mevcut literatüre hem bütüncül bir uluslararası toplum anlayışını benimseyerek devlet ilişkilerini bu bütünsellik içerisinde incelemek, hem de genellikle realist bir açıdan incelenen bir olayı farklı bir perspektiften değerlendirmeyi amaçlayarak katkı sunmaya çalışmıştır. Tez; ‘İngiliz Okulu; Realizm gibi egemen devletleri sistemdeki en önemli aktör olarak kabul etmektedir. İngiliz Okuluna göre bu egemen devletlerden oluşan uluslararası sistem; ortak çıkar, kimlik, norm, kural ve kurumlar vasıtasıyla bir uluslararası topluma dönüşecektir. Bu argüman üzerinden, güç dengesi, büyük güç yönetimi, uluslararası hukuk, diplomasi ve savaşın devletlerin bir arada barış içerisinde var olmasına yardımcı kurumlar olduğunu ileri sürmektedir. Bu uluslararası toplumun beş kurumunun İsrail-Filistin sorunu üzerindeki etkisi ve sürece katkısı nedir? sorusuna yanıt aramaktadır. Bu soruya İsrail’in kurulması öncesi süresi ile başlayıp ikinci intifada hareketi aralığı incelenerek yanıt aranmaya çalışılmıştır. Tezin temel argümanı; düzen ve barışa hizmet eden uluslararası toplum kurumlarının taraflar arasında adalet noktasında net bir denge oluşturamamakla birlikte İsrail-Filistin sorununda aktif ve yapıcı bir rol oynayarak düzenin ve barışın tesisinde etkin olduğudur. | |
| dc.description.abstract | The Theory of the English School of International Relations and the conceptualization of international society espouses the assumptions that states in the international system form a society with common interests, values, norms, rules and institutions. Institutions play an important role in maintaining order and ultimately peace in the international society. In the thesis, the Israeli-Palestinian dispute is investigated as a case study, and the impact of these institutions on the Israeli Palestinian problem are examined within the framework of the institutions of the international society. In the thesis, five institutions at the system level by Hedley Bull are put forthed. These institutions are; balance of power, great power management, international law, diplomacy and war. This thesis attempted to contribute to the existing literature, both by adopting a holistic understanding of international society, to examine state relations in this holistic way, and to evaluate an event that is generally examined from a realist perspective from a different perspective. Thesis; “The international system of sovereign states, which the English School accepts as the most important actor; It promises peaceful coexistence of states within the framework of order and justice in the international society, through the argument that it will become an international society through common interests, norms, rules and institutions. What is the impact and contribution of the five institutions of this international society on the Israeli-Palestinian dispute ?” concentrated on the question. An answer was sought for this question by starting with the period of Israel before its establishment and examining the second intifada movement range. The main argument of the thesis is that while the international society institutions serving order and peace cannot create a clear balance between the parties on the point of justice, they play an active and constructive role in the Israeli-Palestinian dispute and are active in the establishment of order and peace. | |
