Özet
Enerji, ülkelerin ekonomik gelişmelerini sürdürebilmeleri açısından son derece önemlidir ve belli stratejilerin uygulanmasını gerektiren bir alan olarak da ön plana çıkmaktadır. Enerji politikaları bağlamında kaynaklarının çeşitlendirilmesi öncelik verilen konuların başında gelmektedir. Türkiye’de temel hedef enerjide dışa bağımlılığın azaltılmasıdır. Ayrıca mevcut kaynakların kullanımını artırmak ve yenilenebilir enerji kaynaklarının payını yükseltmek hedeflenmektedir. Son yıllarda nükleer enerji kapasitesini arttırma doğrultusunda çalışmalar da devam etmektedir. Türkiye’de enerjide dışa bağımlılığı azaltmak için doğru politikalar ve uzun vadeli stratejiler belirlemek ve bu stratejilerde bilinçli ve kararlı bir yöntem izlemek gerekmektedir. Bu çalışmada ülkemizde uygulanan genel enerji politikaları incelenerek, 1980 sonrası Hükümet Programlarında, Türkiye’nin enerji politikalarının gelişimi ve enerji güvenliğine bakışı ele alınacaktır. Hükümet Programları aynı zamanda enerji alanındaki temel sorunları ortaya koymak ve bu sorunlara tarihsel süreçte hükümetlerin yaklaşımlarını ortaya çıkarmak bakımından da önem arz etmektedir.
Energy is extremely important for countries in order to maintain sustainable developments and as a field that requires the implementation of certain strategies. Diversification of existing energy sources and the rational use of these resources form the basis of energy policies. The main target in Turkey is to reduce external dependency on energy. It is also aimed to increase the use of available resources and increase the share of renewable energy resources. In recent years, they have been working on increasing the capacity of nuclear energy. It is necessary to identify the right policies and long-term strategies to reduce energy dependency in Turkey. In this direction it is necessary to follow a conscious and determined method in these strategies. In this study, firstly general energy policies applied in our country will be examined and than evolution of Turkey’s energy policies and energy security will be discussed in the context of governmental programs after 1980. Governmental Programs are also important in terms of putting forward the main problems in the field of energy and revealing the approaches of governments’ to these problems in the historical process.
