Abstract
Kentler, salt üzerinde yaşanan toprak parçası olmamakla birlikte, yaşananlar tarafından yüklenen anlamla oluşumunu eksiksiz hale getirmektedir. Kente müdahalenin en etkin araçlarından biri olan “karar alma süreci” ise kentlinin ve yerel bürokrasinin, kentinin geleceği için anlam yüklenmesi gereken bir kentsel mekanizmadır. Ülkemizde belediyelerde yerel bürokrasi denildiğinde etkinlik düzeyinde alınan kararlara icrai ve fikri bakımdan etki eden unsurlar akla gelmektedir. Bu çalışmada da Hatay’daki belediye bürokrasinin, yerel düzeyde alınan/alınacak olan kararlara katılım düzeylerinin ölçülmesi amaçlanmıştır. Hatay Büyükşehir yönetiminde yerel aktörlerin kentin bugüne ve geleceğine yönelik kararların alınmasına müsaade edip etmediği ortaya konulmuştur.
Cities, beyond being considered only as a plot of ground, are perfected due to the meaning to it ascribed by city-dwellers. Decision-making process which is one of the most influential instrument for involvement into the city, is such a municipal mechanism that requires urbanites and local bureaucracy to attribute a meaning for the future of aforementioned city. In Turkey, local bureaucracy in municipalities signifies the constituents which have an impact upon the decisions at activity level in both executory and theoretical manner. The main purpose of this work is to evaluate the participation of municipal bureaucracy of Hatay in the decision-making process at domestic level. It will also be clarified whether or not the local actors have a crucial role over decision-making in Hatay metropolitan municipality regarding city's present and future.
