Doğalgaz çevrim santralinde iş sağlığı ve iş güvenliği

Abstract

Dünyada ve ülkemizde sanayileşme ve teknolojik gelişmelere paralel olarak özellikle işyerlerinde çalışan kişilerin sağlığı ve güvenliği ile ilgili bir takım sorunlar ortaya çıkmıştır. Başlangıçta fazla önemsenmeyen bu sorunlar iş verimini ve işletmeyi tehlikeye sokmasıyla önem kazanmış ve üzerinde düşünülmesi gerekliliği doğmuştur. Bu aşamada yapılan çalışmalar sonucunda işyerlerinde çalışma düzenini ve koşullarını kapsayan birtakım kurallar ve kanunlar yürürlüğe konmuştur. Ancak geçen zaman içinde bu düzenlemelerin yetersiz olduğu görülmüş ve soruna daha değişik açılardan yaklaşılması gerekliliği baş göstermiştir. Bunun üzerine yapılan çalışmalar ve araştırmalar sonucunda ''İş Sağlığı ve İş Güvenliği'' kavramı doğmuş, konuya bilimsel olarak yaklaşılmaya başlanmıştır İş sağlığı ve iş güvenliğinin sistematik bir şekilde yönetebilme zorunluluğu iş sağlığı ve iş güvenliği yönetim sistemlerinin doğmasına sebep olmuştur. OHSAS/TS 18001 bu gereksinimlerden doğan bir Yönetim Sistemi Standardıdır. OHSAS 18001 iş sağlığı ve güvenliği yönetim sistemi konusundaki gereklilikleri belirleyen uluslararası bir standardıdır. OHSAS 18001 bir yandan kuruluşların yasal standartlarla olan uyumunu gösterirken öte yandan iş ortamının sürekli iyileştirilmesi sayesinde iş yerindeki üretkenliği ve verimi arttırır. Bu çalışmada, İş Sağlığı ve İş Güvenliği kavramının ortaya çıkışı, gelişimi, yaygınlaşması, dünyada ve Türkiye'deki bugünkü yeri incelenmiştir. Bu kapsamda sistemin tam olarak kavranabilmesi için örnek bir tesis seçilmiştir. Tesisin çalışma sistemi ve İş Sağlığı ve İş Güvenliği açısından ele alınmış olup, İş kanunu ve ilgili yönetmeliklerine değinilerek, tesisteki yönetim sisteminden bahsedilmiştir. Bu tezde; İş Sağlığı ve Yönetim Sistemini (OHSAS/TS 18001) firmalarına uygulamak isteyen ilgili yöneticilere de yol gösterici olacaktır.

Some problems have emerged regarding the health and the safety of the persons working in workplaces in parallel to the industrialization and technological development in the world and our country. At first, these problems have been neglected, however, they have shown their importance when it was realized that they are risking the work productivity and the enterprise overall. Studies that are made at this stage have led to some rules and legislations which cover the work regulations and conditions in workplaces. Nevertheless, as time passed, it was realised that these arrangements are insufficient and that the matter needed to be approached from different angles. As a result of these studies and researches, the concept of Work Health and Work Safety has emerged and the subject is now taken more scientifically. The necessity of systematic management of work health and work safety has led to the emergence of work health and safety management systems. OHSAS/TS 18001 is a management system Standard as a product of this necessity. OHSAS/TS 18001 is an international Standard which stipulates the requirements in the work health and safety management system. OHSAS/TS 18001 measures the adaptation of the organizations to the legal standards and enhances the work productivity due to continiuos betterment of work environment, simultanously. In this study, the emergence, the development and diffusion of the concept of Work Health and Work Safety and its worldwide and status in Turkey are researched. At this junction, in order to enable a thorough understanding of the system, a sample facility is chosen (case study). The operation system of the facility has been analyzed from the viewpoints of Work Health and Work Safety and the management system in the facility has been referred to in the subjects of work code and its relative articles. It will set up a leading example for those who consider applying OHSAS/TS 18001 in their companies.
