Avrupa Birliği İçerisinde Merkeziyetçi Devletin Sonu: Yerel Devlet

Abstract

Avrupa Birliği, kurgusal açıdan değerlendirildiği takdirde, yaşanmış felaketler sonucunda birden fazla devletin bir araya gelerek bir bütünlük oluşturmasını simgeleyen bir yapılanmadır. Bu kurgunun günümüzde geldiği nokta ise bütünleşmenin siyasi bir birlikteliğe doğru evrimleştiğidir. Ulus devletin uluslararası devlet şeklinde mi yoksa yerel devlet nitelemesiyle mi yeniden kurgulanacağının sorgusunun yapıldığı bu çalışmada varılmak istenen hedef merkeziyetçi devlet yapılanmasının sonunun geldiğinin ve yerine yerel seviyede örgütlenmiş devlet yapılanmasının Avrupa Birliği gibi ulus üstü bir örgütlenme aracılığıyla ortaya çıkmış olduğunun kurgusal izlerini takip etmektir. Bu bağlamda çalışmadan çıkarılan sonuç Avrupa Birliği’nin sahip olduğu dinamikleri ve üyelerinden beklediği yönetsel hedefleri ekseninde ortaya çıkan değerlere göre ulus devlet anlayışı ile beslenen merkeziyetçi devlet yapılanmasının yerini yerel seviyede örgütlenmiş yerel devlete bırakacağı öngörüsüdür. Böylece, çalışmanın alt benliğinde, merkeziyetçi yönetimlerin yerini yerel devletlere terk ederken bir üst yapılanmaya da ihtiyaç duyabileceklerinin kavramsal tartışmasının yapılması yer almaktadır.

If it is judged from a fictional point of view the European Union is a constitution that symbolizes the formation of a unity of multiple states as a result of catastrophic events. The point of this fiction is that integration has evolved towards a political union. In this study, it is questioned whether the nation state will be reconstructed by international state or local state characterization. The aim of this study is to follow the fictitious traces of the end of the centralized state structure and the fact that the state structure organized at the local level has emerged through a supranational organization such as the European Union. In this context, the result of the study is shaped by the dynamics of the European Union and the managerial objectives that it expects from its members. According to this, it is the foresight that the centralized state structure, which is nourished by the understanding of nation state, will be replaced by the local state organized at the local level. Thus, in this study, the conceptual discussion of centralized administrations may be needed when they leave their place to local states. This aim is located in the lower self of the study.
