Başkanlık Sisteminde İl Yönetiminin Konumu ve Geleceği

Abstract

Devletlerin yönetim biçimlerinin belirlenmesi aşamasında halkın sosyal, kültürel, ekonomik yapıları ile yaşam biçimleri etkili unsurlar olarak ortaya çıkarken, devletin yönetim geleneğinin de önemli bir etkisinin bulunduğunun ifade edilmesi gerekmektedir. Devletin yönetimsisteminin ve bu sistem içerisinde konumlanan alt basamakların yeniden kurgusunu yapmakanalistçi bir yaklaşımı zorunlu kılmaktadır. Çünkü gelinen nokta ile ulaşılması istenen noktaarasında bir çözümleme yanlışı olduğu durumda ana kurgunun dışına çıkma olumsuzluğu sözkonusu olabilmektedir. Farklı uygulamaları kendi içinde özümseyerek yeni bir model oluşturma çabası ise çözümlemenin doğruluğu ile doğrudan ilişkilidir. Bu kapsam çerçevesindedeğerlendirmeye alınan konunun çözümleyici bir bakış açısı ile incelenmesi gerekmektedir.Bu da çalışmanın hangi açıdan gerçekleştirileceğinin belirtisini oluşturmaktadır. Türkiye’deuygulamaya yansıtılan başkanlık yönetim modeli (Cumhurbaşkanlığı Hükümet Sistemi) içerisinde il yönetimi sisteminin geleceğinin hangi ölçütler kapsamında şekillendirileceğininincelenmesi önemli bir konu başlığını meydana getirmektedir. Başkanlık sistemi içerisindeil yönetimi sisteminin geleceğini sorgulayan bu çalışma, bütün içerisindeki parçanın hangi konumda bulunacağını ve hangi ölçütler kapsamında şekillendirileceğini tartışmaya açmaktadır.

As the social, cultural, economic structures and lifestyles of the people come out as effective elements in the determination of the administration forms of the states, it is necessary to express that the administration tradition of the state has an important influence on this issue. It is obligatory that there has to be an analyst approach to re-design the system of state administration and the lower administrative units located within this system. Because if there is any analysis error, it may be negligible to go out of main fiction. The attempt to create a new model by assimilating different applications within itself is directly related to the accuracy of the analysis. Within the scope of this scope, the subject that is evaluated should be examined with an analytical perspective. This is an indication of the extent to which the study will be carried out. It is important to examine the criteria within which the future of the provincial management system will be shaped within the presidential administration model (Presidential Government System). This study questioning the future of the provincial administration system within the presidential system is open to discuss where the positioned the lower administrative level in the whole part and which criteria to be shaped within the scope.
