Himaye-İ Etfal Cemiyeti'nin Gelirleri Üzerıne Bır Değerlendirme

Abstract

Çocuk koruma dünyadaki evrensel konulardan biridir. Tarihin erken dönemlerinden itibaren çocuklar çeşitl şekillerde korunmuştur. Osmanlı Devletinde çocuk koruma erken dönemlerden itibaren varlığını sürdürmektedir. Tanzimat sonrasında Osmanlı Devleti’nde kurumsallaşmanın artmasıyla birlikte çocuk koruma alanında çok sayıda kurum açılmıştır. Himaye-i Etfal Cemiyet, 1917 yılında kurularak çocuk koruması alanında kurumsal bir eksikliği tamamlamıştır. Cemiyet çocuk korumayı kurumsal bir biçimde gerçekleştirerek ülkenin içinde bulunduğu zor koşullarda çocukları himaye etmeyi amaçlamıştır. Ülkenin savaş koşulları içerisinde olması sebebiyle yardım edilecek çocuk sayısı sürekli artmıştır. Bu durum kurumun gelir ihtiyacını da beraberinde artmıştır. Bu sebeple kurum gelirlerini artırmak için çözüm yolları aramıştır. Bu çalışmada cemiyetin görevlerini yerine getirebilmek için gelirlerini artırma, giderlerini azaltma ve yeni kaynak arayışları incelenecektir.

Child protection is one of the universal issues in the world. Children have been protected in various ways since the early periods of history. In the Ottoman Empire, child protection had been maintained since the early periods. Together with the rise of institutionalization in the Ottoman Empire after the Reform Era, several institutions were opened in the child protection area. The Turkish Association for Protection of Children was established in 1917, filling an institutional gap in the child protection area. The Association aimed to realize child protection in an institutionalized manner and protect children under the harsh conditions of the nation. As the nation was in war conditions, the number of children in need continuously increased, which brought along revenue need of the institution. Thus, the institution sought solutions to increase their revenues. In this study, the pursuit of the Association to increase their revenues, reduce their expenditures and have new resources in order to fulfil their tasks will be examined.
