Türkiye de enerji sektöründe ohsas 18001 yönetim sistemlerinin uygulanması ve kapalı çevrim doğalgaz santrallerinin risk değerlendirmesi

Abstract

Günümüzde teknolojideki hızlı gelişmeler, rekabetin artması çalışanların iş güvenliğine ve sağlığına yönelik tehlikeleri arttırmıştır. Bundan dolayı iş yerlerinde oluşabilecek tehlikelerden çalışanları korumak ve üretim devamlılığını sağlamak için İş sağlığı ve güvenliği kavramı büyük önem kazanmıştır. İş yerlerinde çalışanların iş sağlığı ve güvenliği konusunda sistemli ve planlı çalışmalar yapılması gerekmektedir. Bu konuda mevcut olan OHSAS 18001 standardının uygulanması ile alınan yönetim sistemi belgesine sahip olmak kanuni bir zorunluluk olmamakla beraber gönüllülük esasına dayanmaktadır. Mevcut İş kanunu ve bu kanunları destekleyen yönetmelikler irdelendiğinde işletmelerin gönüllük esasına dayanan OHSAS 18001 belgesini almasalar dahi bir İş sağlığı ve güvenliği yönetim sistemine ihtiyaçları bulunmaktadır. OHSAS 18001 İş Sağlığı ve Güvenliği Yönetim sistemi bu çalışmaların yapılabilmesi için iskelet yapıyı oluşturmakta bir rehberdir. OHSAS 18001 yönetim sisteminin esnek bir yapıya sahip olması ve sürekli gelişime açık olması uygulanabilirliğinin bir ispatı olarak algılanmalıdır. İşyerlerinde yapılacak planlı çalışmaların en başında yapılması gereken mevcut tehlikelerin belirlenerek oluşturdukları risklerin belirlenmesi gerekmektedir. Belirlenecek risklerin kontrol altına alınması ile çalışanların iş sağlığı ve güvenliğinin sağlanmasında önemli bir adım atılmış olacaktır. 6331 sayılı İş Sağlığı ve Güvenliği Kanununda işletmelerin risk analizi yapmaları zorunlu hale getirilmiş ve yayınlanmış olan yönetmelik ile risk analizlerinin nasıl ve ne şekilde yapılması gerektiği tanımlanmıştır. Bu tezde enerji alanında yabancı ortaklı santrallerde İş sağlığı güvenliği yönetim sistemi uygulaması ile risk analizi uygulamalarının mevcut durumunun değerlendirilmesi ele alınmıştır.

Today, the fast improvements in technology and competition have increased the dangers towards occupational safety and health of the employees. Therefore occupational health and safety concept has become critically important to protect the employees from the dangers that may occur at the work places and to make sure of the production continuity. It is necessary for the employees at the work places to perform systematic and planned studies on occupational health and safety. Even though it is not a legal obligation to own a management system certificate that is obtained with the implementation of OHSAS 18001 standard on the subject, it is based on willingness principal. When the existing Labour Law and regulations that support these laws are examined the businesses need an occupational health and safety system even if they did not get an OHSAS 18001 certificate which is based on the willingness principle. OHSAS 18001 Occupational Health and Safety Management System is a guide in establishing a skeletal structure in order for these studies to be performed. The fact that OHSAS 18001 management system has a flexible structure and is open to continuous improvement should be taken as a proof of its applicability. The first of the planned works to do at the work places is to identify the existing dangers and identify the risks they create. An important step towards providing occupational health and safety for the employees will be taken by taking the identified risks under control. Occupational Health and Safety Law no 6331 has made it mandatory for businesses to perform a risk analysis and how and according to which measure the risk analysis should be made are defined in the regulations that are issued. Occupational health and safety management systems and risk analysis applications in foreign shareholder stations in energy field are discussed in this thesis.
