Yükseköğretim Kurumları Etik Kodları Modelinin üniversitelerdeki uygulamalarının paydaş grupları üzerindeki etkisi: Bir araştırma

Abstract

Etik kavramı, son yıllarda yaşamın her alanında olduğu gibi akademik alanda da özellikle sıkça vurgulanmakta ve dile getirilmektedir. İçinde yer aldığımız dünyada, araştırma ve uygulama faaliyetlerinin başarılı bir şekilde yürütülebilmesi için etik kodlara (kurallara) ihtiyaç duyulmaktadır. Ayrıca etik kodların bireysel, toplumsal ve kurumsal ilişkilerin geliştirilebilmesi bakımından önemi büyüktür. Çalışmada etik kodların (kuralların) devlet üniversitelerinin paydaş gurupları ile olan ilişkileri üzerindeki etkinliğinin Etik Etkisini Geliştirme Modeli çerçevesinde analiz edilmesi amaçlanmıştır. Bu amaç doğrultusunda; etik, etik türleri, kamuda etik, etik kodun tanımı, amacı, içeriği, oluşturulması ve uygulamaya konulması ile yükseköğretim kurumları etik ilkeleri, yazın açısından irdelenmiştir. Son olarak, Etik Etkisini Geliştirme Modeli'nin boyutları bazında devlet üniversitelerinde etik kodların etkililiğini ölçmeye yönelik bir araştırma yapılmıştır. Yükseköğretim Kurumları içerisinde yer alan devlet üniversiteleri, araştırmanın kapsamını oluşturmuştur. Araştırmada 393 akademik ve idari personeli kapsayan anket çalışması ile toplanan veriler SPSS (20.0) programında analiz edilmiştir. Devlet üniversitelerinde uygulanan ankette kullanılan ölçek için öncelikle güvenilirlik analizi açısından Cronbach's Alpha değerleri hesaplanmıştır. Ölçek boyut ve alt maddeleri arasında Tek Yönlü Varyans Analizi (ANOVA) ve Welch Testi ile üniversiteler arasında oluşan anlamlı farklılıklar tespit edilmiştir. Farklılık kaynakları araştırması için Bonferroni, Scheffe, LSD, Tamhane's ve Dunnetts'c testleri uygulanarak karar verilmiştir. Araştırmanın bulguları istatiksel analize tabi tutularak sonuçlar irdelenmiştir. Etik Etkisini Geliştirme Modeli'ne göre; izin verilen devlet üniversitelerinin modelin boyutları bazında değerlendirilmesi yapılarak gerçekleştirilen test sonuçlarına göre geliştirilen hipotezlerden dokuzu doğrulanmış ve diğer üçü ise doğrulanamamıştır. Araştırma kapsamındaki 23 üniversitenin etik kodlarının, üniversitenin (3 boyutu dışında) diğer tüm ilişkilerini olumlu etkilediği söylenebilir. Araştırma çerçevesinde; etik kodların (kuralların) üniversitelerde gerçekleştirilen mevcut uygulamalardaki etkinliği sorgulanmış ve genel anlamda bu kuralların devlet üniversitelerinin paydaş gruplarla olan ilişkilerinde olumlu etkilerinin olduğu gözlenmiştir.

The concept of ethics has been emphasized and cited frequently in the academic field as in all areas of life in recent years. In the world we live in, ethical codes (rules) are necessary for the successful execution of research and application activities. In addition, ethical codes are of great importance for the development of individual, social and institutional relations. The aim of the study is to analyze the effectiveness of ethical codes (rules) on the relations of state universities with stakeholder groups within the framework of the Development Model of Ethical Effectiveness. In accordance with this purpose; Ethics, ethical types of higher education institutions, ethics in society, definition, purpose, content, establishment and implementation of ethical rules and ethical principles have been examined in terms of literature. Finally, a study has been conducted based on the dimensions of the Development Model of Ethical Effectiveness to measure the effectiveness of ethical codes in state universities. State universities, which are among Higher Education Institutions, constituted the scope of the research. In the research, the data collected by the questionnaire covering 393 academic and administrative staff were analyzed in the SPSS (20.0) program. First, Cronbach's Alpha values for the scale used in the questionnaire applied in state universities were calculated in terms of reliability analysis. Significant differences were determined between the dimensions and sub-items of the scale with One Way Analysis of Variance (ANOVA) and Welch Test among universities. Bonferroni, Scheffe, LSD, Tamhane's and Dunnetts'c tests were applied to research the sources of difference. The findings of the study were subjected to statistical analysis and the results were analyzed. According to the Development Model of Ethical Effectiveness; Nine of the hypotheses developed according to the results of the tests carried out by evaluating the allowed state universities on the basis of the dimensions of the model were confirmed and the other three could not be confirmed. It can be said that the ethical codes of 23 universities within the scope of the study positively affect all other relations of the university (except 3 dimensions). Within the framework of the research; the effectiveness of ethical codes (rules) in current practices in universities has been investigated and it has been observed that these rules have positive effects on the relations of state universities with stakeholder groups.
