Ahmet Cevdet Paşa'da geleneksellik, muhafazakârlık, modernizm izlenimleri ve osmanlı devleti'ni tanzimat sürecine hazırlayan sebepler

Abstract

Türk Toplumunun son iki asrını her konuda ilgilendiren "Modernleşme, Batılılaşma ve Muasırlaşma" kavram ve olgularının, toplumu ne şekilde değiştirdiğini ve bu olguların ne ölçüde ele alındığı konusu her zaman güncelliğini korumaktadır. Muhafazakâr-modernist-yenilikçi bir şahsiyet olan Ahmet Cevdet Paşa'nın getirdiği metot ve yöntemler kendisini, dönemindeki devlet adamlarından ayırır. Çok yönlü ve entelektüel bir sîmâ olan Ahmet Cevdet Paşa'nın tarih sahnesine çıkış döneminde Osmanlı Devleti, karşılaştığı sosyal, siyasal, yönetimsel, eğitimsel ve hukuksal krizlerin üstesinden gelebilecek donanımlı bir bürokrasi kadrosuna ihtiyacı vardı. Dönemin şartları dikkate alınarak Ahmet Cevdet Paşa'nın bu konulara çözümlemeci ve metotsal yaklaşımı, kendisini Osmanlı Devleti'nde çok önemli bir yere koyar. Etkileri bugün bile hissedilen ve toplumları değiştiren Batı merkezli bu olguların, Osmanlı Devleti'ne tatbiki konusunda kullanılan yöntemler uygulayıcılar arasında fikir ayırımlarına sebebiyet vermiştir. Bu fikir ayırımları, modernleşme kavramının farklı kanallar vasıtasıyla ele alınmasına neden olmuştur. Ahmet Cevdet Paşa hiç şüphesiz Tanzimat Döneminin aranılan ismidir. Devrinde diğerlerinden daha iyi anladığı modernleşme kavramını uygularken toplumun kimlik kaybı yaşamaması için "Biz ve Öteki" anlayışını her icraatında kıstas almıştır. Kendisi medrese kökenli bir modernist olmakla birlikte, "kânun-u kadim" anlayışında bir muhafazakârdır. İbn-i Haldun'u felsefesini en iyi anlayan ve çözümleyen bir şahsiyet olmasının yanı sıra "devlet-i ebed müddet" anlayışını tam olarak yansıtan bir devlet adamıdır. Osmanlı Devleti'ni Tanzimat sürecine hazırlayan gelişmeler ve modernleşme kavramının uygulanma seyri zaman zaman değişmiştir. Ahmet Cevdet Paşa'nın adı, Tanzimat öncesi ve Tanzimat'la birlikte yapılan hata ve sonuçlardan ders çıkaran, bunları görev ve icraatlarına deneysel olarak yansıtan ve pozitivist bir sentez oluşturan şahsiyetlerin arasında öne çıkmaktadır.

The issue of how the concepts and phenomena of "Modernization, Westernization and Civilization", which concern the last two centuries of the Turkish society in all aspects, have changed the society and to what extent these phenomena are handled is always up-to-date. The methods and methods brought by Ahmet Cevdet Pasha, a conservative-modernist-innovative personality, distinguish him from the statesmen of his time. During the emergence of Ahmet Cevdet Pasha, who was a versatile and intellectual figure, on the stage of history, the Ottoman Empire needed a well-equipped bureaucracy staff to respond to the social, political, administrative, educational and legal problems it faced. Considering the conditions of the period, Ahmet Cevdet Pasha's analytical methodical approach to these issues puts himself in a very important place in the Ottoman Empire. The methods used to apply these Western-centered phenomena, whose effects are felt even today, to the Ottoman Empire, which changed societies and states, caused a difference of opinion among the practitioners. This difference of opinion has caused the concept of modernization to be handled through different channels. Ahmet Cevdet Pasha is undoubtedly the sought-after name of the Tanzimat Period. While applying the concept of modernization, which he understood better than others in his period, he took the understanding of "We and the Other" as a criterion in every action so that the society would not lose its identity. Although he is a madrasah-based modernist, he is a conservative in the understanding of "law ancient". In addition to being a person who understands and analyzes Ibn Khaldun's philosophy best, he is a statesman who fully reflects the understanding of "the state is eternal". The developments that prepared the Ottoman Empire for the Tanzimat process and the application of the concept of modernization changed from time to time. The name of Ahmet Cevdet Pasha stands out among the personalities who learned from the mistakes and inferences made in the past before and with the Tanzimat, reflecting them experimentally on their duties and actions and creating a positivist synthesis.
