Yerel yönetimler bağlamında sosyal politika Çerkezköy belediyesi örneği

Abstract

Yerel yönetimler, yerel yapıyı, geleneksel hayatı, adetleri, kültürü ve sosyal faaliyetleri çağdaş hayat sürme durumuna has özelliklerinin liderliğinde gelişme kaydeden ve o kentte doğup büyüyenlerin, yaşayanların ve çalışanların yerel ve ekonomik hizmetlerini yetkisi dâhilinde gerçekleştiren yerel kamu tüzel kişilikleridir. Bu tez çalışmasında mahalli yönetimlerin etraflı bir çerçevesi merkezi yönetim gereğince tayin edilmiş ve sınırlılıkları çizilmiş sosyal politikaları ve uygulama alanları incelenmiştir. Yerel yönetim merkezleri, genel idarenin elinde bulundurmuş olduğu görev yetki ve gücün merkez haricindeki tüzel kişilere aktarılması şeklinde kabul görmektedir. Yerel Yönetinler kapsamında Çerkezköy Belediyesinin Engelliler, Yaşlılar, Kadınlar, Çocuklar ve Gençler, Yoksullara uyguladığı sosyal politikalara örnek olarak; Sosyal Yardımlar, Bebeklere Yapılan Yardımlar, Sünnet Yardımları, Erzak Yardımları, Ev Ziyaretleri, Kömür Yardımları, Butik Mağaza Yardımları, Halk Kütüphanesi, Kültürel ve Sosyal Etkinlikler, Kültür ve Sanat Gezileri, Tiyatro Etkinlikleri göstererilebilir. Yapılan bu etkinliklerin başarılı ve sürekli olarak devam ettiği başarılı bir Sosyal Belediyecilik anlayışı Çerkezköy’de hâkimdir.

The local governments are the legal entities that improve the local structure, the traditional life, customs, culture and social facilities in the leadership of the special features of contemporary life and actualise the local services of the people who are born and raised in this city, the people living and working in this city intra vires.In this thesis study, the overall framework of the local government is inducted by the central administration, the restrictions are generated and social politics and the fields of application are examined. The local government centers are accepted as the transfer of the duties, authorities and power, that the general administration have, to the legal entities apart from the center. As an example of the social policies implemented by Cerkezkoy Municipility for the disabled, elderly, women, children and young people, the people in need under the local governments; Social Aids, Aids of Babies, Circumcision Aids, Food Supply Aids, Home Visits, Coal Aids, Boutique Shop Aids, Public Library, Cultural and Social Activities, Cultural and Art Trips, Theatre Activities can be shown. Municipility of Cerkezkoy has an understanding of Social Municipility where the kind of activities stated above have been carried out continuously and successfully.
