Endüstrilerde çalışanların davranış odaklı gözlem sonuçlarının eba döküman yönetim sisteminde, sıfır kaza hedefiyle risk indeksinin tanımlanması ve iş güvenliği liderlik uygulamaları kapsamında değerlendirilmesi

Abstract

Endüstrilerde çalışanların davranış odaklı gözlem yapabilmesi ve iş güvenliği kültürünün bilinmesinden çok anlaşılmasını sağlamak amacı ile incelenen tesiste saha bazlı gözlem sonuçları incelenmiştir. Gözlemler hem rutin hem de rutin olmayan faaliyetleri içermektedir. Saha çalışmalarında tez çalışması kapsamında işletmenin üst yönetimi ve çalışanları ile yapılan görüşmeler sonucunda hazırlanmış olan gözlem formları doldurulmuş, çalışanların davranış odaklı değerlendirmeleri yapılmıştır. Daha sonra bu değerlendirme sonuçları eBA Belge, Doküman ve İş Akışı Yönetim Sistemi üzerinde riskli bulgular ve güvenli bulguların girişleri, çalışanların ne kadar gözlem formu verdiği ve bunların hangi bölümlere ait olduğu, açıklamaların da yer aldığı sisteme işlenerek söz konusu verilerin istatistiği tutulmuştur. eBA ya girilen veriler üst yönetimin onayı ile proaktif ve hızlı bir şekilde güvensiz davranışlara müdahale edilmesi ile son bulmuştur. Çalışanlar girdi parametrelerini, yaptıkları gözlemler sonucunda güvenli ya da riskli olarak eBA da tanımlamış ve % Risk hesabında kullanılacak olan Toplam Riskli bulgu adedi excel formatıyla eBA’dan alınmıştır. % Katılımı hesaplayabilmek için sorumlu oldukları gözlem sayıları, riskli bulguyu düzeltecek askiyon sayıları ve doldurulan gözlem form sayıları da otomatik olarak sistem tarafından oluşturulmuş ve bir excel formatı ile eBA‘dan alınmıştır. Kaza sıklık oranı ve % Risk oranı karşılaştırılarak endüstride İş Güvenliği Liderliği uygulamaları kapsamında davranış değişikliğine yönelik aksiyon planları oluşturulmuş ve takibe alınmıştır. Bu amaçlar doğrultusunda Eba Sorumluluk ve yetkileri belirlenmiş, eBA davranış komitesi ve Raporlama Sistemi oluşturularak Geleneksel Güvenlik Metotlarının DOGG İle Entegre Edildiği program uygulamaları tanımlanmıştır. Geleneksel Güvenlik Yöntemlerin ağırlıkta olduğu ve Davranış odaklı güvenlik gözlemlerinin ilk uygulanmaya başlandığı 2015 yılı içinde KSO 2,15, %Risk 6,0 iken Geleneksel Güvenlik Metotları ile DOGG’in eBA ile beraber daha aktif kullanıldığı 2016 yılında KSO 0, %Risk 0,20 ye düşmüştür.

İn order to calculate % Participation,; the number of observations they are responsible for, the number of suspensions to correct the risky findings and the number of observation forms that have been filled are also automatically generated by the system, these are taken from eBA with an excel format. Action plans for behavior change within the scope of Occupational Safety Leadership practices were created and monitored in industry by comparing accident frequency rate and % risk ratio. In line with these objectives, eBA Responsibility and competencies were determined, eBA behavior committee and Reporting System were established and A Safety Program that Integrated Behavior-Based Safety and Traditional Safety Methods were described. In 2015, when traditional safety methods were predominant and behavior-based safety observations were first implemented, accident frequency rate 2,15,% risk ratio was 6.0, while traditional safety methods and DOGG were more actively used together with eBA in 2016 KSO 0, % risk 0,20 has fallen.
