Kırsal kalkınmada genç çiftçi projesi: Tekirdağ ili örneği

Abstract

Kırsal kalkınma yatırımları kapsamında 26.02.2016 tarihli Resmi Gazetede 2016/ 8540 sayılı Bakanlar Kurulu Kararı ile yürürlüğe giren “Genç Çiftçi Projesi” ile Tekirdağ İlinde 2016-2017 yılları arasında destekleme kazanan çiftçilerin projeye başvuru süreci, projeyi nasıl yürüttükleri, yürütürken ne tür zorluklarla karşılaştıkları, nasıl devam ettirdikleri ve nereye taşıyabildikleri tespit edilmiştir. Araştırmada projeden desteklenen genç çiftçilerin demografik özellikleri, desteğe bakış açıları, işletmelerin kadın ve erkek sahiplerinin farklılıkları ve projenin etkileri tespit edilmiştir. Tekirdağ İli 2016-2017 yıllarında “Genç Çiftçi Projesinden” hak kazanan çiftçiler ana materyali oluşturmuştur. Araştırmaya katılan genç çiftçilerin %54’ü kadın çiftçilerden oluşmaktadır. Yoğunluk 34-40 yaş aralığında, evli, kırsal alanda ikamet eden, bitkisel üretim ve hayvancılık faaliyetleri ile uğraşan genç çiftçilerden oluşmaktadır. Kadın çiftçilerin eğitim seviyesi erkek çiftçilerden daha düşüktür. Kadın çiftçilerin projeye katılma nedenleri ailelerine katkı sağlamak, erkek çiftçilerin ise var olan işletmelerini büyütmektir. Araştırmaya katılan genç çiftçilere projenin en büyük katkısı, kadın çiftçiler için ilk defa kendi adlarına işletmelerinin olması, erkek çiftçiler için ise var olan işletmelerini büyütmüş olmalarıdır. Genç çiftçilerin projeleri ile ilgili hedefleri projelerini devam ettirmek ve işletmelerini büyütmektir. Kadın çiftçiler ise işletmelerini büyütmek istemekte daha kararlıdırlar. Hayvancılık işletmelerine sahip çiftçilerin gelir düzeylerinde artış olmadığı gibi borçlanma ve işletme girdi maliyetlerini karşılamada zorlanmaktadırlar.

Within the scope of rural development investments, the “Young Farmer Project" which came into force with the decision of the Council of Ministers numbered 2016/8540 in the Official newspaper dated 26.02.2016 and the support process of the farmers in Tekirdağ Province between 2016-2017, how they conducted the project, what difficulties they faced while carrying out the project, how they continue and where they can be determined. In this research, the demographic characteristics of the young farmers supported by the project, their perspectives on support, differences of male and female owners of the enterprises and the effects of the project were determined. In 2016-2017, Tekirdağ Province, the farmers who were entitled to the Young Farmer Project created the main materials. 54% of the young farmers who participated in the research were female farmers. The density consists of young farmers aged 34-40, married, living in rural areas, engaged in crop production and animal husbandry activities. The level of education of female farmers is lower than that of male farmers. The reasons for female farmers to participate in the project are to contribute to their families and for male farmers is to expand the existing farms. The biggest contribution of the project to the young farmers who participated in the research is that for the first time, they had their own businesses for female farmers and for male farmers they had expanded their existing businesses. The objectives of young farmers related to their projects are to continue their projects and grow their businesses. Women farmers are more determined to want to grow their businesses. There is no increase in income levels of farmers with livestock enterprises and they have difficulty in meeting borrowing and operating input costs.
