Bir süreç olarak yetkilendirilmiş yükümlü statüsü: örnek bir uygulama

Abstract

Günümüzde Türkiye?de ve dünyada hızla gelişen dış ticaret beraberinde sistemsel yenilikler getirmektedir. Ülkemizde dış ticaret verileri yetkili makamlarca düzenli olarak değerlendirilmekte ve sonuçlara göre gerekli yaptırımlar ortaya konmaktadır. İhracatı arttırıcı çalışmalar her zaman ön planda olduğu gibi ithalatı azaltıcı ve iç piyasaya yerli ticarete yöneltme eğilimi de ön plana çıkmaktadır. İthalatı azaltıcı uygulamalar arasında; yüksek oranlı gümrük vergileri, kotalar, ürün beraberi hazırlanması istenen belgelerin temini, gümrük işlemlerinin işleyişi ve bu süreci zorlaştırıcı durumlar mevcuttur. Bu durumlara rağmen iç piyasada ikamesi bulunmayan ya da yurt dışı firmalarının cezbedici fiyat uygulamaları, işçilik değerleri gibi değişken faktörler nedeniyle ithalat son sürat devam etmektedir. Dış ticaret yapan firmalar ithalatı kolaylaştırmak için gümrük idarelerince sunulan ayrıcalıkları kullanmaktadır. Bu ayrıcalıklardan en bilineni gümrük işlemlerinin süresini ve işlemlerin toplam maliyetini etkileyen hat kullanımlarıdır. Mavi hat diye bilinen Onaylanmış Kişi Statü Belgeleri 01 Ocak 2017 itibari ile geçerliliğini kaybetmiştir. Gümrük işlemlerinde Mavi hattı ile işlem yapan firmalar için mavi hat gibi gümrük işlemleri süresi anlamında kolaylık sağlayacak olan Yetkilendirilmiş Yükümlü Statü Belgesi yani Yeşil Hat alınması gerekli olmuştur. YYS (Yeşil Hat) gümrük işlemleri açısından Onaylanmış Kişi Statü Belgesi (Mavi Hat) „nden çok daha fazla özelliğe sahiptir. YYS sahibi firmalara yerinde gümrükleme yani firmanın gümrük işlemlerini kendi işletme sınırları içinde yapma olanağı vermektedir. Gümrük işleyişi bakımından beklemeye neden olan ve bu nedenle maliyeti arttıran işlemler bu belge ile asgari düzeye indirilmiştir. YYS sahibi olan firmalara statü sağlamaktadır. Çünkü YYS alımında ve belgenin sürekliliğinde çok fazla emek, bilgi ve çalışma istemektedir.

Today Turkey and bring systematic innovation in the rapidly developing foreign trade with the world. In our country, foreign trade data are evaluated regularly by the competent authorities and the necessary sanctions are determined according to the results. The efforts to increase exports are always at the forefront, as well as the tendency to reduce imports and to turn them into domestic trade. Applications to reduce imports include; there are high tariffs, quotas, the supply of the documents required to prepare the product draw, the operation of the customs procedures and the conditions that make this process difficult. In spite of these circumstances, import is continuing at full speed due to variable factors such as domestic market substitution or attractive price applications and labor values of foreign companies. Foreign trade firms use the privileges offered by customs administrations to facilitate imports. The most known of these privileges are the duration of customs procedures and the use of lines that affect the total cost of transactions. Certified Person Status Documents, known as the Blue Line, have expired as of January 01, 2017. In the customs procedures, it was necessary to take an Authorized Economic Status Certificate, Green Line, which would facilitate the process of customs clearance, such as the blue line, for the companies operating with the Blue Line. YYS (Green Line) has more features than the Certified Person Status Document (Blue Line) for customs operations. YYS owns the customs clearance of the firm in the company, in the company gives the opportunity to make within the limits of their own operations. Transactions that cause a wait in terms of customs operation and therefore increase the cost are minimized by this document. It provides status to firms that have YYS. Because it takes a lot of labor, information and work in the procurement of the YYS and the continuity of the document.
