Türkiye’de Gelir Dağılımı Ve Sosyal Koruma Harcamalarına Bir Bakış

Abstract

Bu çalışmada Türkiye’de gelir dağılımı ve sosyal koruma harcamaları arasındaki ilişki incelenmeye çalışılacaktır. İktisat biliminin en önemli makroekonomik hedeflerinden biri de gelir dağılımının daha adil hale getirilmesidir. Gelir dağılımı sadece ekonomik bir sorun değildir. Ayrıca sosyal boyutu da olan bir sorundur. Gelirin adil dağıtılmaması sonucunda ülke nüfusunun bir kısmı eğitim, sağlık, barınma ve beslenme gibi sosyal refah devleti hizmetlerinden çok fazla faydalanamayacaklardır. Bu durumda devlet, geliri göreli olarak daha düşük olan kesimlerin sosyal hizmetlerden faydalanmaları için kamu kesimi sosyal harcamaları kapsamında sosyal koruma harcamaları yapmaktadır. Sosyal koruma harcamalarının artması hem gelir eşitsizliğinin hem de gelir eşitsizliğinin toplumdaki olumsuz etkilerinin azalmasını sağlamaktadır. Türkiye’de son zamanlarda sosyal koruma harcamalarında bir artış olmuştur. Fakat sosyal koruma harcamalarının GSYİH içerindeki payında önemli bir artış yaşanmamıştır.

In this study, the relationship between income distribution and social protection expenditures in Turkey will be tried to be examined. One of the most important macroeconomic objectives of economics is to make more fairly the distribution of income. Income distribution is not only an economic problem. It's also a question of social dimension. As a result of the unequal distribution of income, some of the country's population will not benefit much from social welfare state services such as education, health, housing and nutrition. In this case, the state is making social protection expenditures as part of the public sector social expenditures for benefiting from the social services of the relatively lower income groups. Increasing in social protection expenditures leads to a reduction in the negative effects of income inequality and income inequality on society. It is social protection spending in Turkey has recently been an increase. However, there has been no significant increase in the share of social protection expenditures in GDP.
