Tarımsal desteklemelerde çiftçi örgütlerinin etkinliğinin araştırılmasıiçin farklı bir model geliştirilmesi

Abstract

İnsanlığın en temel gereksinimi olan beslenme ihtiyacının karşılanması tarımsal üretim ile mümkündür. Tarımsal üretimin başta beslenme olmak üzere insanların, toplumların ve ülkelerin ihtiyaçlarını nitelik ve nicelik olarak karşılaması gerekmektedir. Ancak insanlık için hayati öneme sahip tarımsal üretim birçok risk ve belirsizliğin olduğu bir ortamda gerçekleşmektedir. Bu risk ve belirsizlik ortamının etkilerini azaltmak veya ortadan kaldırmak, yeterli, kaliteli ve sürdürülebilir tarımsal üretim sağlamak için tarımsal üretim devletler tarafından çeşitli araçlarla desteklenmektedir. Tarımsal üretimin risk ve belirsizlik ortamı ile mücadelede en önemli araçlardan biri de birlik olmak, yani üreticilerin kooperatif başta olmak üzere üretici örgütlenmesi şeklinde bir araya gelmeleridir. Üretici örgütlenmesi girdi tedarikinden pazarlamaya kadar tarımsal üretimin her aşamasında birçok fayda sağlayan bir oluşumdur. Nitekim gelişmiş ülkelerde tarımsal üretimde kooperatifleşme ya da üretici örgütlenmesi son derece ileri seviyelerdedir. Ülkemizde de tarımsal üretimin kimi alanlarında üretici örgütlenmeleri önemli ilerlemeler sağlamasına rağmen halen istenilen seviyelerde değildir. Tarımsal desteklemelerin yönlendirici etkisi ile üreticiler birlik olmaya sevk edilebilir ve zaman içerisinde, belirli kurallar içerisinde işleyen üretici örgütlenmelerinin yararlarını yaşayarak öğrenebilirler. Bu çalışmada tarımsal desteklemeler hakkında bilgiler verilmiş, tarımsal desteklemelerin hangi amaçlarla ve hangi araçlarla yapıldığı incelenmiştir. Ülkemizde ve Avrupa Birliğinde tarımsal desteklemelerin geçmişi incelenerek mevcut tarımsal destekleme politikaları araştırılmıştır. Çiftçi örgütlenmelerinin amacı, örgütlenme biçimleri ve ülkemizdeki mevcut üretici örgütleri hakkında bilgiler verilmiştir. Ülkemizde ve Avrupa Birliğinde mevcut uygulanan tarımsal destekleme uygulamalarında üretici örgütlerinin üstlendikleri görev ve sorumluluklar araştırılmıştır. Halen ülkemizde hayvancılık desteklemelerinin büyük çoğunluğu ile tarımsal yayım ve danışmanlık desteklemesinde üretici örgütlerinin aktif olarak görev aldıkları tespit edilmiştir. Elde edilen tüm veriler doğrultusunda ülkemizde uygulanan tarımsal desteklemelerde ortak pazarlama, sosyal güvenlik bağlantılı tarımsal üretim ve ürün-ürün grubu proje bazlı tarımsal destekleme modelleri ile üreticiler etkin ve sürdürülebilir bir örgütlenmeye yönlendirilmeye çalışılmıştır.

Meeting the nutritional needs, which is the most basic requirement of the human being, is possible through agricultural production. Agricultural production must meet the requirements, in particular, the nutrition needs of people, societies and countries in quality and quantity. However, the agricultural production, which has vital importance for humanity, occurs in an environment where there are many risks and uncertainties. Agricultural production is supported by various means by states to provide adequate, high quality and sustainable agricultural production in order to reduce or eliminate the effects of this risk and uncertainty environment. One of the most important means of struggling with this risk and uncertainty environment for the agricultural production is to collaborate, in other words, producers should organize in the form of producers' unions, especially as cooperatives. Producers' unions are the organizations that provide many benefits at every stage of agricultural production, starting from supplying the inputs to the marketing stage. Yet, establishing cooperatives or producer organizations in agricultural production is at a very advanced level in developed countries. Despite the significant progress of the producers' unions in certain fields of agricultural production in our country, they are still not at the desired levels yet. Together with the guiding effects of the agricultural supports, producers can be directed to establish unions, and, they can learn the benefits of producer organizations operating within certain rules by experiencing over time. In this study, information about agricultural supports was presented and the purposes and means of agricultural support were examined. The current agricultural support policies have been investigated by examining the history of agricultural support in our country and in the European Union. The purposes of the farmers 'organizations, their organizational structures and the existing producers' organizations in our country are presented. The tasks and responsibilities undertaken by producers' organizations in the current agricultural support practices in our country and in the European Union have been investigated. It has been determined that producers' organizations actively participate in the vast majority of livestock supports and agricultural publication and counselling supports in our country currently. In the direction of all the data obtained, within the scope of the agricultural supports in our country, the producers have been tried to be directed to an effective and sustainable organization model through joint marketing, social security related agricultural production and product-product group project based agricultural support models.
