Sosyal Belediyecilik: Tekirdağ Büyükşehir Belediye örneği

Abstract

Sanayi Devrimi ile ortaya çıkan yeni düzen, sosyal hakların önemli ölçüde yitirilmesine neden olmuştur. Toplumdaki bireylerin, gerek sosyal ihtiyaçlarının karşılanması gerekse insani Şartlarda yaşamlarını idame ettirmesi zorlaşmıştır. Siyasi idareler bu süreçte, işçi-işveren kaynaklı sorunları çözmek adına, bazı politikalar üretmiştir. İlerleyen zamanda ise bu politikaların kapsamı genişlemiş ve tüm toplumu kapsar hale gelmiştir. 1980'li yıllara gelindiğinde merkezi idareler, sosyal politikalarını, yerel yönetimler aracılığı ile yürütmeye başlamıştır. Bununla birlikte, günümüzde yerel yönetimler, sosyal politikaların uygulanmasında, önemli bir aktör haline gelmiş ve yeni bir hizmet anlayışı olan "sosyal belediyecilik" kavramının bir araştırma alanı olarak ortaya çıkmasına neden olmuştur. Bu çalışmanın amacı, sosyal belediyecilik kavramının ne anlama geldiğini incelemek ve Tekirdağ büyükşehir Belediyesi'nin, sosyal belediyecilik fonksiyonlarını ne ölçüde yerine getirildiğini ortaya koymaktır. Çalışma üç ana bölümden ve bir sonuç bölümünden oluşmaktadır. Çalışmanın birinci bölümünde refah devleti ve sosyal politika kavramları üzerinde durulmuş ve Türkiye'de sosyal politika kavramının gelişimi incelenmiştir. İkinci bölümde, Türkiye'deki belediyelerin hukuki dayanağı incelenmiş, belediyecilik hizmetleri ele alınmış ve devamında Türkiye'deki sosyal belediyecilik anlayışı, tarihsel süreç içerisinde ele alınmıştır. Kırıkkale, Şanlıurfa, Denizli, Elazığ ve Artvin Belediyeleri sosyal belediyecilik anlayışı açısından incelenmiştir. Üçüncü bölümde ise Tekirdağ Büyükşehir Belediyesi'nin sosyal belediyecilik uygulamaları incelenmiştir. Sonuç bölümünde refah devleti ve sosyal belediyecilik kavramları çerçevesinde Tekirdağ Büyükşehir Belediyesi'nin sosyal hizmet ve yardımları üzerinde durulmuştur.

The study consists of three main sections and a conclusion. In the second part, Turkey was examined, in the municipalities of legal basis, municipality services are discussed and explored in the historical process of understanding social municipality in Turkey.
