DIŞ POLİTİKA AÇISINDAN DENİZ GÜCÜNÜN JEOPOLİTİK ÖNEMİ

Abstract

Siyasi coğrafya çalışmalarının çıkış noktası olduğu bir bilim dalı olarak jeopolitik, tarih boyunca devletlerin diğer coğrafyalar üzerindeki genişlemeleri ve denetim kurmalarına yönelik olan coğrafi nedenler üzerine odaklanmıştır. Bu durum Uluslararası İlişkiler yazınının en önemli kavramlarından biri olan güç olgusunu da beraberinde getirmektedir. Güç, tarihin her döneminde devletler tarafından amaçlanan bir kavram olarak tanımlanmıştır. Güçlü devletler, uluslararası sistemde önemli bir yere sahiptir. Bu nedenle güç kavramı, uluslararası sistemin doğasını etkileyen bir kavram olmuştur. Genel olarak güç kavramı ve özelde deniz gücü uluslararası sistemin dönüşüm sürecinde yeniden tanımlanan kavramlar olmuştur. Bu makale, deniz gücünün jeopolitik öneminin dış politikadaki etkilerine yöneliktir. Deniz gücü kavramı, bir devletin sahip olduğu ekonomik ve askeri bütün unsurları kapsamaktadır. Küreselleşen dünya ekonomisinde ülkelerin sağlıklı bir şekilde gelişimi ve kalkınması ticaret hacminde artışı da beraberinde getirmektedir. Bu açıdan dünya üzerinde bulunan yedi ana kara parçasını çevreleyen denizler doğal olarak taşımacılığın da en önemli parçasıdır. Bu çalışmada denizlere göre konumun jeopolitik açıdan etkisi ve önemi ele alınmıştır.

Throughout the history, geopolitics, which is the science of politics on geography, focused on geographical areas to be inspected on geographical reasons for expansion of states. In addition to this power, as one of the most prominent concepts within the international relations, has been defined as a concept that states have for purpose to all periods of history. It is hardly suprising that the powerful states has a considerable place in the international system. In general concept of power and privately naval forces/sea power have been a concept whose facts are redifened at all transformation periods of the international system. In this article includes the importance of the geopolitics and its effects on developing a global sea power in foreign policy decisions. The notion of sea power involves all of economic and military elements owned by the state. In the globalized world economy, the healthy growth of the countries brings along an increase in the trading volume. Seas which surround the seven continents on the earth is naturally the most important part of the transportation. In this study, the importance of sea power in the world in terms of geopolitics and the importance of the effects are discussed.
