BELEDİYELERDE STRATEJİK PLANLAMA SÜRECİNDE KARŞILAŞILAN SORUNLAR ÜZERİNE BİR ARAŞTIRMA: KOCAELİ BÜYÜKŞEHİR BELEDİYESİ ÖRNEĞİ

Abstract

Özel sektör kaynaklı bir yaklaşım olan stratejik planlama yapılan yasal düzenlemelerle günümüz şartlarına uyum sağlayabilmeleri için niteliklerini arttırmak zorunda kalan belediye yönetimlerince gerçekleştirilmesi zorunlu bir süreç haline gelmiştir. Bu yeni süreç her yeni süreç gibi belediye yönetimlerinin gelenekçi, bürokratik, hantal ve yeniliğe kapalı zihniyet yapısı nedeniyle beraberinde birçok sorunu da getirmiştir. Bununla birlikte, belediyelerin yönetim yapısına zaman içerisinde yerleşmesi umut edilen bu yeni yönetim yaklaşımının belediyelere ve vatandaşa sağlayacağı kazanımlar da açıktır. Bu çalışmada, belediyelerde stratejik planlama sürecinde karşılaşılan sorunlar, Kocaeli Büyükşehir Belediyesi’ nce geçekleştirilen stratejik planlama süreci örneği üzerinden belirlenmeye çalışılmıştır. Bu araştırmada nitel araştırma yöntemlerinden biri olan örnek olay (vaka) çalışması tanımlayıcı boyutuyla kullanılmıştır. Veri toplama aracı olarak gözlem, doküman inceleme ve yarı yapılandırılmış görüşme tekniği kullanılmıştır. Yüz yüze görüşmeler yoluyla cevaplayıcıların bakış açıları, fikirleri ve deneyimlerine dair özgür, derinlemesine ve çok boyutlu nitel bilgi elde edilmek istenmiştir. Araştırmanın amacına uygun olarak, stratejik planlama sürecinde aktif bir şekilde yer alan stratejik planlama ekibi ile orta ve alt kademe yönetici pozisyonundaki katılımcılarla görüşmeler gerçekleştirilmiştir. Araştırma neticesinde stratejik planlama sürecinde karşılaşılan sorunlar ölçme ve değerlendirme, tasarım, sistem, lider, katılımcı, uygulayıcı ve bütçe olmak üzere yedi tema altında toplanmıştır. Bu araştırmanın sonucunda, ileriki dönemler için belediyelerde daha etkin ve verimli bir stratejik planlama süreci geliştirilmesi umulmaktadır.

The strategic planning approach, which originates from the private sector, has become a compulsory process by legal regulations for municipalities, which have to improve their qualities to settle today' s conditions. This new process like every new process, also brought with it many problems because of traditionalist, bureaucratic, unwieldy and closed mentality structure of municipalities. However, this new management approach is hoped to emplace in administrative structure of municipalities in time and the achievements which will be supplied by this new process to municipalities and citizens are clear. In this study, the problems encountered in the strategic planning process in municipalities were determined through the case of the strategic planning process which was performed by Kocaeli Metropolitan Municipality. In this research, the descriptor size of case (event) study which is one of the qualitative research methods is used. Observation, document review and semi-structured interview technique were used as data collection tools. Independent, in-depth and multi-dimensional qualitative information about respondent's perspectives, thoughts and experiences was wanted to be obtain through face to face interviews. For the purpose of the study, the participants were the strategic planning team and the managers in the middle and lower level management positions which were active in the process of strategic planning. As the result of the research, the problems encountered in the process of strategic planning were grouped under seven themes as measurement and evaluation, design, system, leader, participant, practitioner and budget. The result of this study, more efficient and effective strategic planning process in municipalities is expected to be developed for further periods.
