SINAV VE İKTİDAR

Abstract

Devletin ideolojik aygıtlarından biri olan okul ve onun bir uzantısı sayılabilecek olan sınav konusu günümüzde büyük bir öneme sahiptir. İktidar sınav yoluyla bireyleri ileride yaşamak istedikleri hayat konusunda kendi istediği şekilde şekillendirmekte ve yönlendirmektedir. Sınav iktidar tarafından bırakılan boşluğa öğrencinin kendini koymaya çalışarak doğru seçenek olduğunu kanıtlama çabasıdır. Yaşamdaki her şey gibi okullar, sınavlar hepsi iktidarın elindedir ve ideolojiktir. Türkiye'deki sınavlar konusuna gelirsek, kendi hegemonyasını kuran yeni ideolojik anlayış egemenliğini her alana yaymaya çalışmaktadır ve eğitim de bunlardan birisidir. Son yıllarda sınavlar konusunda yaşanan tartışmaların ve şaibelerin temelinde de ideolojik egemenliği sağlama çalışması yatmaktadır. Sınav ve iktidar ilişkisi bu anlamda şimdiye kadar derinlemesine düşünülmemiş ve incelenmemiş olsa da eğitimden ve okuldan ayrı düşünülemeyeceği için sınav, iktidarın ideolojik aygıtları içinde bulunan yan unsurlardan birisidir. Ancak bu yan unsurun önemi Türkiye açısından büyük önem arz etmektedir. Çünkü sınav hegemonyanın sağlanmasında önemli bir yer tutar. Gramsci'nin eserlerinde hegemonya, egemen sınıfın boyun eğenlerin rızasıyla gücü kazanması olarak ele alınmıştır. Zoraki bir yönetim olmayan hegemonya daha çok burjuvazinin değerlerine göre işleyen kültürel ve ideolojik bir yöntem olarak anlaşılır. Hegemonya kavramı, siyaset bilimi literatüründe Gramsci’ye atfedilen ve siyasal olgunun, sadece devlet katında değil, tüm toplumsal ilişkileri kapsayıcı bir şekilde var olduğunu ifade eden bir kavramdır.

Both school and exams have great importance today since school is considered as one of the ideololgical state devices and exam is considered as the extension of it. The ruling power shapes and directs the individuals by examining them according to the life their citizens want to live their lives in the future. Exams are the efforts of students to prove that they are the right choice for the space left by the ruling power. Like everything else in life, schools and exams are in the hands of the ruling power and they are ideological. When we comment on the subject of examinations in Turkey, the new ideological idea that has built its own hegemony tries to distribute its dominance in every field and education is one of them. The reason of the arguments and blemishes that have takenplace recently, is the struggle of providing the ideological domination. Although examinations and power relations have neither been considered nor analyzed deeply up to now, because exams cannot be considered separately from education and school, they are the side element of the ideological apparatus of the ruling power. However, the importance of this side element is great for Turkey. Because exam has an important funciton in providing hegemony. According to Gramsci, hegemony gains power by the consent of the subservient to the ruling class. Hegemony, which isn't always coercive, would mainly be understood as a cultural and ideological power, which is based on the values of bourgeoisie. The term hegemony is attributed to Gramsci in political literature, and percieved to exist not only at the state level but also within the layers of society.
