Türkiye'deki önemli teşvik ve destek sistemleri, etkili uygulanmasında üst yönetim ve lojistiğin rolü

Abstract

Bu araştırmada; Türkiye'de, T.C. Ekonomi Bakanlığı'nın öncülüğünde yatırımcı ve girişimciler için seferber edilmiş, temel amaçları arasında cari açığın kapatılması, bölgeler arası farkların azaltılması, nitelikli iş gücünü artırma, gelişmiş altyapı sağlama, ileri teknoloji üretim odaklı yatırımların desteklenmesi olan önemli teşvik ve destek sistemleri incelenmiştir. Bu kapsamda Genel Teşvik Sistemi bünyesinde Genel Yatırım Teşvik Uygulamaları, Bölgesel Yatırım Teşvik Uygulamaları, Büyük Ölçekli Yatırım Teşvik Uygulamaları, Stratejik Yatırım Teşvik Uygulamaları hakkında literatür araştırması yapılmış olup, amaçları, destek unsuru ve koşullarına çalışmada yer verilmiştir. Yine aynı yöntem ile Kalkınma Ajanslarının, KOSGEB ve TÜBİTAK'ın sağlamış olduğu destek sistemlerine detaylı olarak değinilmiştir. Ülkemizde teşvik sistemi içerisinde yer alan ve en kapsamlı yatırım teşvik modeli olarak kabul edilebilecek "Serbest Bölge" kavramı, serbest bölgelerin ülkemiz için neden önemli olduğu, Türkiye'de serbest bölgelerin kurulma amaçları, işletme modelleri, lojistik olanakları, yatırımcılara sağlamış olduğu teşvik ve avantajlar incelenmiş olup, dünyadaki ve ülkemizdeki serbest bölge örneklerine yer verilmiştir. Teşvik sisteminin daha iyi anlaşılabilmesi ve aksayan yönlerin belirlenmesi ve bunların giderilmesi adına Serbest Bölgeler "SWOT Analizi" uygulanarak incelenmiş olup, elde edilen veriler ışığında güçlü yönlerinin korunması, zayıf yönlerinin iyileştirilmesi, fırsatların değerlendirilmesi ve tehditlerin alınacak önlemler ile fırsata dönüştürülmesi için atılabilecek adımlara değinilmiştir Nihayetinde, ülkemizdeki teşvik ve destek siteminin problemlerine ve bunlara karşı çözüm önerilerine yer verilmiştir.

In this study; incentives and support systems provided by Turkish Republic Ministry of Economy to investors and entrepreneurs were examined. The main purposes of incentives and supports system are reduction of current account deficit, closure of the gap between regions, increasing the skilled labor force, providing advanced infrastructure, and supporting the high-tech production-oriented investments. In this context, a literature review regarding the General Investment Incentive Practices, Regional Investment Incentive Applications, Large-Scale Investment Incentive Applications, Strategic Investment Incentives Practice within General Incentive Scheme is carried out. Objectives, support elements and conditions of General Incentive Scheme are also included in the study. With the same method, support systems provided by Regional Development Agencies, KOSGEB and TUBITAK are discussed in detail in the study. The study is also focus on free trade zones which are accepted as the most comprehensive investment incentive system, as such the establishment purpose, business models, logistics facilities, incentives and benefits of free trade zones in Turkey are examined and examples of free trade zones in Turkey and world are incorporated in our study. In order to better understand of the incentive system, determine problem areas of the incentive system and give some advices for making the system better, free trade zones are examined by applying SWOT analysis. SWOT analysis reveals the strengths to be protected, weaknesses to be improved, opportunities to be evaluated and threats to be converted into opportunity with the measures to be taken. Finally, problems and solutions to these problems in the incentive and support system in Turkey are mentioned in this study.
