TPAO örneğinde TS-en-ISO 14001 çevre yönetim sistemi ve ts-18001 ohsas iş sağlığı ve güvenliği yönetim sistemi uygulamaları

Abstract

Hızla artan dünya nüfüsuna paralel olarak insanoğlunun yakıt ihtiyacında da artış meydana gelmektedir. Dünyada ve ülkemizde enerji tüketiminin %50'yi aşkın kısmı petrol ve doğalgaz kaynaklarından karşılanmakta, bu da dünyada petrol ve doğalgaz sondajlarının sayıları ile hampetrol boru hattı uzunluklarının her geçen gün artmasına sebep olmaktadır. Sondaj faaliyetlerinin artması beraberinde hampetrol arama, sondaj, üretim ve boru hattı hampetrolün taşınması faaliyetleri sırasında İş Sağlığı ve Güvenliği/çevre kirliliği sorunları artmakta, bunun sonucunda iş kazaları ve çevre kazaları meydana gelmektedir. Petrol şirketleri için petrol arama, üretim, taşıma ve depolama çalışmalarında İş Sağlığı ve Güvenliği/Çevre Koruma önlem alınması gereken bir kavram olarak gittikçe önem kazanmaktadır. Son dönemlerde, dünyada ve Türkiye'de, artan İş Sağlığı ve Güvenliği ve çevre bilinci ile ISO 14001 Çevre Yönetim ve TS 18001 İş Sağlığı ve Güvenliği sistemlerinin Petrol şirketleri tarafından bünyelerinde kurulması ve uygulanması çalışmalarına başlanmıştır. Bu çalışmada ISO 14001 Çevre Yönetim Sisteminin dünyada ortaya çıkışı, gelişimi, yaygınlaşması, avantajları ve "Sürdürülebilir Kalkınma"ya olan etkileri anlatılmıştır. Çevre yönetim sisteminin temelini oluşturan çevre boyutları, bu boyutlarının değerlendirilmesi, çevresel acil durumlar, izleme ve ölçme sistemi, sürekli gelişme kavramı, çevresel yasalara uygunluğun değerlendirilmesi gibi parametrelerin bir petrol şirketi olan TPAO'da kurulması ve adaptasyonu anlatılmıştır. Çalışmada anlatılan diğer bir konu ise OHSAS 18001 İş Sağlığı ve Güvenliği Yönetim Sistemidir. İş sağlığı ve güvenliği kavramının ortaya çıkışı, gelişimi, iş sağlığı ve güvenliği kavramının şu anki Türkiye'de ve Dünya'daki mevcut durumu, iş kazaları ve sistemin avantajları anlatılmıştır. İş sağlığı ve güvenliği yönetim sisteminin temelini oluşturan tehlikeler, risk analizi, acil durumlar, izleme ve ölçme sistemi, iş güvenliği mevzuatı gibi parametrelerin TPAO'da kurulması ve uygulanmasına yer verilmiştir. Çevre yönetim sisteminde olduğu gibi TPAO'da tüm proseslerin ve faaliyetlerin iş sağlığı ve güvenliği riskleri tespit edilmiş ve bu riskler için kontrol mekanizmaları geliştirilmiştir. Çevre ve İş Sağlığı ve Güvenliği Yönetim Sistemlerinde ortak yapı gösteren iletişim, acil durumlar, dokümantasyon, kayıtların kontrolü, iç denetimler ve yönetimin gözden geçirilmesi gibi sistemsel gereklilikler için uygulamalar ortak olarak ele alınmıştır. Her iki yönetim sisteminin uygulanmasının faydaları anlatılmış, çalışmaya temel oluşturan TPAO'da iş sağlığı ve güvenliği sisteminin kurulmasından sonra kayıp gün ve kaza oranlarındaki değişimler belirtilmiştir. TPAO'da çevre ve iş sağlığı ve güvenliği uygulamalarının sürekli olarak gelişmesi için önerilerde bulunulmuştur.

Fuel requirements for human being in parallel with rapid growth of world population increase rapidly. More than 50% of the energy consumption in our country and the world has been met by oil and natural gas resources, that the number of oil and gas drilling in the world crude and also, nowadays, oil and natural gas pipeline network lenghts increase as well. In parallel with increasing drilling activities, occupational health and safety/environmental pollution problems increase during oil exploration, drilling, production and crude oil pipeline transportation activities, as a result of those activities, occupational and environmental accidents occur. For oil companies, the Occupational Health and Safety/Environmental Protection during oil exploration, production, transportation and storage activities is becoming increasingly important as a concept to be taken into consideration. Recently, in the world and in Turkey, Occupational Health and Safety and ISO 14001 Environmental Management and environmental awareness and TS 18001 Occupational Health and Safety systems were established and also practiced by oil companies. In this study, occurrence of the ISO 14001 Environmental Management System in the world, its development, expansion, advantages and also its impacts on sustainable development were explained. Environmental aspects that formed the basis of environmental management system, evaluation of those aspects, environmental emergencies, monitoring and measurement system, continuous improvement concept, parameters such as assessment of and adaptation of this system ın compliance with environmental laws and also establishment of this system in TP, national oil company, have been discussed. Another issue, that has been explained in this study, is the OHSAS 18001 Occupational Health and Safety Management System. Apparence of occupational health and safety concept, its development, its current situation of health and safety concept in Turkey and iv in the world, occupational accidents and advantages of the system have been examined. Hazards, that constitute the basis of occupational health and safety management systems, risk analysis, emergency, monitoring and measurement system, parameters such as occupational safety legislation and implementation in TP have been examined. Such as environmental management system, occupational health and safety risks of all processes and activities in TP have been identified and control mechanisms have been developed for those risks. Environmental and Occupational Health and Safety System indicating a common structure in the communication, emergency situations, documentation, control of records, applications for systemic requirements such as reviewing internal controls and management have been examined. Implementation benefits of both management system have been examined and after establishment of occupational health and safety system in TP, lost work days and changes in the accident rate have been specified. Proposals on consistent development of environment and occupational health and safety in Turkish Petroleum have been suggested.
