Fatih projesinin uygulanma sürecindeki sorunların okul yöneticileri perspektifinden değerlendirilmesi: Tekirdağ/Süleymanpaşa örneği

Abstract

FATİH Projesi, eğitim-öğretimde fırsat eşitliğinin sağlanması, okullardaki teknolojik altyapının iyileştirilmesi, bilişim teknolojileri araçlarının ve eğitim materyallerinin en verimli şekilde kullanımının sağlanması amacıyla hazırlanmıştır. Fırsat eşitliğinin, dersliklerin teknolojik cihazlarla donatılması, bilişim teknolojisini kullanacak nitelikte teknik altyapının güçlendirilmesi sayesinde sağlanması planlanmaktadır. Sonuç olarak eğitimde kalite ve verimliliğin arttırılması ve eğitim teknolojilerinden tüm öğrenci ve öğretmenlerin en üst düzeyde yararlanması ile eğitimde kalitenin artacağı düşünülmektedir. Projenin; öncelikle ortaöğretim okulları, ilköğretim birinci kademe ve ikinci kademe, okul öncesi, özel eğitim uygulama okullarına doğru aşamalı bir yaygınlaştırılması planlanmaktadır. Uygulama süreci içerisinde bilişim teknolojisi araçları ile internetin bilinçli ve güvenli kullanımının sağlanması için gerekli yasal mevzuatın ve yararlanıcılar ile uygulayıcıları bilinçlendirme eğitimlerinin düzenleneceği belirlenmiştir. Projenin uygulanacağı okullarda görev yapmakta olan öğretmenler donanım altyapısı ve eğitim içerikleri konusunda hizmet içi eğitime tabi tutulacaktır. Öğretim programları, bilişim teknolojisi destekli öğretime uygun hale getirilerek eğitsel e-içerikler oluşturulacaktır. Öğrencilerin göreceği tüm dersler için e-kitap ve öğrenme nesneleri ve animasyonlar hazırlanacaktır. Bu çalışma Tekirdağ İli Süleymanpaşa ilçesi Milli Eğitim Bakanlığı'na bağlı ortaöğretim kurumlarından sekiz liseyi kapsamaktadır. Veri toplama aracı olarak yarı yapılandırılmış mülakat formu kullanılmıştır. Elde edilen bulgular betimsel analize tabi tutulmuştur. Araştırma sonucunda okullardaki teknik personelin yetersizliği, teknik altyapının hazır olmaması, proje için çalışan firmalar ile okullar arasındaki iletişim yetersizliği projenin gecikmesinin nedenleri olarak ortaya çıkmaktadır.

Fatih Project (Movement of Enhancing Opportunities and Improving Technology) has been prepared with the aim of supplying the equality of opportunity in education, improving technological infrastructure at schools, using the information technology devices and training materials most efficiently. It is planned to supply the equality of opportunity by equipping the classrooms with technological devices, empowering the technical infrastructure with the capability of using information technology. Consequently, it is supposed that the quality in education improves by enhancing the quality and productivity in education and benefitting from the training technologies most properly by all the students and teachers. It is planned that firstly the project will be disseminated to the high schools, primary and secondary schools, pre-schools and special education practice schools incrementally. In the implemantation process, regulating the necessary legal regulations for using the information technology devices and the internet consciously and safely and organizing the consciousness-raising trainings towards the users and operators have been determined. The teachers in which schools the project carried out will be educated in in-service training courses on hardware infrastructure and learning content themes. The educational electronic contents will be constituted by adopting the curriculum to the information technology supported education. Electronic book, learning materials and animations will be prepared for all lessons. This study involves eight high schools of secondary education institutions in Süleymanpaşa county of Tekirdağ city which have been authorized under National Education Ministry. The semi-structured interview form has been used as the data collection tool. The discoveries obtained have been subjected to the descriptive analysis. At the end of the investigation, lack of technical staff, absence of technical infrastructure, delaying of the project because of the lack of communication among companies and schools have been found out.
