Emek Platformunun Kuruluşu, Gelişimi ve Dağılışı: Tanıklıklara ve Belgelere Dayalı Bir AraştırmaAraştırma

Abstract

Bu çalışma, Emek Platformunu kuruluş, gelişim ve dağılış süreçleri bakımından incelemektedir. 1999 yılında kurulup 2008 yılına kadar varlığını koruyan, Emek Platformu, işçi ve memur sendikaları konfederasyonlarının, meslek odaları, işçi emeklileri derneklerini de bünyesine katarak oluşturduğu bir örgütlenme niteliği taşımıştır. Oluştuğu ve varlığını sürdürdüğü iktisadi ve siyasi kriz koşulları içerisinde genel olarak neo-liberalizme, özel olarak ise IMF politikalarına karşı fikir üretmiş, azalan bir seyir izlese de eylem yapmış, bir Alternatif Ekonomik Program oluşturmuştur. Platform ile, pek çok farklı ideolojik ve siyasal eğilimden örgüt, birlikte çalışma, örgütlenme, söz söyleme, tepki verme ve eylem yapma kapasitesini açığa çıkarmıştır. 1990’ların sonundaki iktisadi ve siyasi şartları içerisinde doğan Emek Platformu, 2000’li yılların özgün iktisadi ve siyasi şartları içerisinde 2008 yılında merkezi düzeyde dağılmıştır. Emek Platformunun gelişimi düz bir seyir izlememiş, gündemine gelen konularla ilgili yaptığı eylem ve etkinlikler kendi içerisinde ve etkisi bakımından değişim göstermiştir. Bu yönüyle Emek Platformu aralarında ideolojik ve siyasal farklılıklar olan bileşenlerin güç ve eylem birliği olarak doğmuş, bu farklılıklar ayrımlara dönüştükçe, güç ve eylem birliği zarar görmüştür. Bu çalışma, Emek Platformuna dönük açıklayıcı bir araştırma niteliğindedir. Araştırma, Platformun Başkanlar Kurulu ve Teknik Komite üyeleriyle yapılan görüşmelere ve Platformun birincil belgelerine dayanmaktadır.

This study examines the Labour Platform in terms of its establishment, development, and termination. Established in 1999 and preserving its existence until 2008, Labour Platform was an organization that was formed by the confederations of workers' and civil servants' unions, incorporating professional associations and associations of worker retirees. In conditions of economic and political crisis, in which it was formed and developed, it has produced ideas against neo-liberalism in general and IMF policies in particular, it has taken action despite a decreasing course, and has created an Alternative Economic Program. With the Platform, organizations from many different ideological and political trends have uncovered the capacity to work together, organize, speak, react and act. The Labour Platform, which was born within the economic and political conditions of the late 1990s, was ended at the central level in 2008 within the distinctive economic and political conditions of the 2000s. The development of the Labour Platform did not follow a straight course, and the actions and activities related to the issues on the agenda changed within itself and in terms of its impact. In this respect, the Labour Platform was born as the unity of power and action of the components, which have ideological and political differences, and as these differences transformed into distinctions, the unity of power and action suffered. This study is an explanatory research on the Labour Platform. The research is based on interviews with the Platform's Board of Directors and members of the Technical Committee and on the primary documents of the Platform.
