Bütünleşik Kıyı Alanları Yönetimi Bağlamında Kıyı Kentleşmeleri

Abstract

Kıyı, denizin kara ile buluştuğu nokta olmasından dolayı ekolojik ve çevresel kırılganlığı fazlaolan bir bölgedir. Bu bölgenin sahip olduğu üstün özelliklerinin iyi bir biçimde yönetilememesisonucunda, ortaya çıkartabileceği tehlike ve diğer sorunlar çözümlenmesi gereken öncelikli konularıgündeme getirmektedir. Kıyı bölgeleri devletlere stratejik üstünlük kazandırmakta, ticaretigeliştirmekte, doğal kaynak oluşturmakta, insanlara eğlenme, dinlenme ve barınma imkânlarıyaratmaktadır. Bu kadar fazla fonksiyona sahip bir bölgenin, disiplinler arası niteliğini de dikkatealarak, bütüncül bir yaklaşım ile yönetilmesi gerekliliğine vurgu yapılan bu çalışmada kıyıkentleşmelerinin sebepleri ve sonuçları tartışma konusu yapılmaktadır. İnsanların yerleşik ve düzenlibir hayata geçtikleri ilk günden itibaren ihtiyaç duydukları konutların kıyı bölgelerinde inşa edilmesi,bu bölgelerin dikkatli bir biçimde planlanmasını ve yönetilmesini zorunlu bir hale getirmektedir. Busebepten dolayı kıyı kentleşmeleri konusunda dikkat edilmesi gereken hususlar kıyı yönetimikapsamında değerlendirilecektir. Bu çalışmanın nihai amacı, kent yönetimi ve kentleşme bilimiliteratüründe kıyı kentleşmeleri kavramının olduğundan daha detaylı bir biçimde yer almasınısağlamak ve farkındalığını arttırmaktır

The coast is a region with a high ecological and environmental vulnerability due to the point where the sea meets the land. The danger and some other issues this region may cause due to the bad management of its superior characteristics brings up the prior subjects which needs to be resolved. The coastal regions provide strategic superiority to the states, develop trade, constitute natural resources, and create opportunities for people to enjoy, rest, and live. In this study which emphasizes the necessity of managing a region with so many functions with a holistic approach while also considering the interdisciplinary nature of the region, the causes and consequences of coastal urbanization are discussed. The construction of houses in coastal areas that people need from the first day when they have settled and have a regular life, it makes it necessary to carefully plan and manage these regions. For this reason, the points to be considered in coastal urbanization will be evaluated within the scope of coastal management. The aim of this study is to bring the concept of urban management and urbanization in more detail to the concept of coastal urbanization in the literature and increase its awareness.
