Tarım Taşımacılığının Belediyeler Aracılığıyla Yürütülmesi Üzerine Bir Model Önerisi

Abstract

Tarım bir ülkenin kalkındırılması için önemli bir etken konumundadır. Sanayinin üretkenliği ve kolaylıkları ile tarımı geride bıraktığı düşünülse de tarım her zaman için yaşamın temel ihtiyaçlarından biri olan gıdanın üretimi açısından birinci sırada yer alacaktır. Çünkü tarım olmadan insanın beslenmesi oldukça zor görünmektedir. Bu derece önemli bir değere sahip bir faaliyetin sürdürülebilirliğinin sağlanması gerekmektedir. Bunun için de tarım sektöründe önemli bir sorun olarak duran aracılılık faaliyetlerinin yeni bir model içerisinde düzenlenmesi öngörülmektedir. Tarımsal ürünlerin aracılar vasıtasıyla el değiştirmesi ürünlerin fiyatlarını yükseltmektedir. Bu sebepten dolayı tüketiciler aracı komisyonunun eklendiği fiyat üzerinden alım yapmaktadırlar. Aynı zamanda bu durum üreticinin kazancını olumsuz yönde etkilemekte ve üretimden vaz geçirerek başka alanlara yönlendirmekte, tüketicinin alım gücünü zorlamakta ve devletin ise tarım politikalarına zarar vermektedir. Bu olumsuzluklar ile mücadelede üretici ile tüketici arasındaki fazlalık oluşturan aracıların kaldırılarak, bunların yerine belediyelerin getirilmesi gerekmektedir. Bu çalışmada üretici ile tüketici arasında yalnızca belediyelerin yer alması gerekliliğine vurgu yapılmakta ve yeni bir model önerisi getirilmektedir. Bu sayede üretici emeğinin karşılığını alabilecek, belediyelerde istihdam artacak ve tüketici ise komisyonsuz fiyat üzerinden tarımsal ürünlere ulaşabilecektir.

For this reason, it is envisaged that the intermediary activities which are considered as an important problem in agriculture sector should be regulated in a new model. The exchange of agricultural products through intermediaries raises the prices of products. Because of this reason, consumers are buying at the price added to the car commission. At the same time, this affects producers' profits in the negative direction and diverts them from production to other areas. Consumers are pushing their purchasing power and the government is harming agricultural policies. These negativities necessitate the removal of intermediaries which create excess between the producers and the consumers in the struggle, and municipalities should be replaced. In this study, it is emphasized that only municipalities should be included between producers and consumers and a new model proposal is introduced. In this respect, the producer will be able to pay for labor, the municipalities will increase employment and the consumer will be able to reach the agricultural products at the commission-free price.
