19. Yüzyılda cisr-i ergene kazasında nüfus ve sosyal yapı

Abstract

Günümüzde neredeyse tüm devletler nüfus ile ilgili çeşitli çalışmalar yapıp bunların istatistiki bilgilerini muhafaza etmektedir. Nüfus verileri çok çeşitli bilgiler içerdiği için devleti oluşturan toplumun potansiyelini de gözler önüne serer ve gelecek planlamalarına dayanak oluşturur. Bu sebeple dünyada modern anlamda ilk nüfus sayımları 18. yüzyılda yapılmaya başlanmıştır. Osmanlı Devleti de 19. Yüzyılın ilk yarısında modern anlamda ilk nüfus sayımını gerçekleştirmiştir. Sadece erkeklerin sayıldığı bu sayımda amaç devletin asker ve vergi ihtiyacını karşılamak olarak belirlenmiş ve 1831 yılında II. Mahmud döneminde başlamış ve bitirilmiştir. Anadolu ve Rumeli topraklarında yapılan bu sayım bize Devletin nüfusu hakkında birtakım istatistiki bilgiler sunmaktadır. Günümüzde nüfus defterlerine dayanılarak yapılmış tez çalışmaları az sayıdadır. Bu nedenle bu sayım defterlerine dayanarak “19. Yüzyılda Cisr-i Ergene Kazasında Nüfus ve Sosyal Yapı” başlıklı bir tez çalışması yapmayı planladık. Bu çalışmada, Cisr-i Ergene’nin ilk nüfus sayımındaki toplam nüfusunu, nüfusun değişimi, nüfusun yaşa göre dağılımı, nüfusun dinamizmi, kullanılan adların analizi, ödenen vergiye göre nüfusun dağılımı gibi belli başlı konuları analiz ettik. Analizlerin sonucunda da o dönemde devletin yapmış olduğu savaşların, çıkarmış olduğu kanunların ve bölgede yaşanan kıtlıkların veya salgın hastalıkların nüfusun yapısını ve sosyal dokusunu hangi yönde ve nasıl etkilediğini ortaya koymaya çalıştık. Bu çalışma ile günümüzde devletler tarafından uygulanması muhtemel nüfus ile ilgili politikaların, toplumların geleceğini hangi yönde ve nasıl etkileyeceği hakkında fikir sahibi olmayı hedefledik.

Today, almost all states carry out various studies about their population and maintain statistical information obtained. Since population data contain a wide range of information, they also reveal the potential of the society constituting the state, and form the basis for future planning. For this reason, the first modern census in the world was done in the 18th century. In the first half of the 19th century, the Ottoman Empire also carried out its first modern census. In this census started and finished in 1831 during the era of Mahmud II, where only men were counted, the aim was to meet the military and tax needs of the state. This census, which included Anatolia and Rumelia, gives us some statistical information about the population of the state in question. Thesis studies based on population registries are few in our time. Thus, we planned a thesis study entitled “Population and Soscial Structure in the Town of Cisr-i Ergene in the 19th century” based on the investigation of population registries. In this study, we analyzed the total population of Cisr-i Ergene in the first census, the population change, the distribution of the population by age, the dynamism of the population, the names used, and the distribution of the population by taxation. As a result of the analyzes, we tried to reveal how and in what way the wars, laws and famine or epidemics in the region affected the structure and social fabric of the population. With this study, we aimed to have an idea about how population policies taken by the states today will affect the future of societies.
