Trakya bölgesinde faaliyet gösteren tarım işletmelerinin yapısal özellikleri ve etkinliklerinin belirlenmesi

Abstract

Bu araştırma, Trakya Bölgesinde faaliyet gösteren tarım işletmelerinin etkinliklerinin belirlenmesi amacıyla. Edirne, Kırklareli ve Tekirdağ illerine bağlı tesadüfi örnekleme yöntemiyle belirlenen tarım işletmeleriyle anket yolu ile yürütülmüştür. İşletmeler arazi büyüklüklerine göre sıralanmış ve 1-50, 51-200, 201 dekar ve üzeri olmak üzere üç tabakaya ayrılmıştır. Tabakalı tesadüfî örnekleme yöntemine göre yapılan örneklemede anket yapılan işletme sayısı 169 olarak belirlenmiştir. Edirne iline bağlı 16 köyde toplam 64 üreticiyle, Kırklareli iline bağlı 13 köyde toplam 49 üreticiyle, Tekirdağ iline bağlı 16 köyde toplam 56 üreticiyle anket çalışması yapılmıştır. Çalışmada öncelikle işletmelerin ekonomik analizi ayrıntılı olarak yapılmıştır. İncelenen işletmelerin tarım uygulamaları ve görüşleri hakkında bazı genel bilgiler de elde edilmiştir. İşletmelerin etkinlik ölçümleri veri zarflama yöntemiyle yapılmıştır. Ekonomik yetersizlik üzerine etkisi olan faktörler de Tobit modeli kurularak belirlenmiştir. Araştırmada ayrıca kuru koşullarda yetiştirilen buğday ve ayçiçeğinin üretim girdileri ve 2012 yılı maliyetleri de belirlenmiştir. İncelenen işletmelerde ortalama işletme arazisi büyüklüğü 117,49 da. bulunmuştur. İşletmeler ortalamasına göre aktif sermaye değeri dekara 621 052,29 TL bulunmuştur. Gayrisafi Üretim Değeri 56 825,22TL, Gayrisaf Hasıla 66 570,86 TL, Saf Hasıla 15 950,74 TL ve Tarımsal Gelir 22 977,42 TL bulunmuştur. Yapılan ekonomik analiz sonucunda, 1-50 dekar ve 51-200 dekar arazi büyüklüğüne sahip işletmeler grubunun ekonomik anlamda karlı sayılmadığı, 200 dekar ve üzeri arazi büyüklüğüne sahip işletmelerin ekonomik anlamda karlı sayıldığı belirlenmiştir. İşletmeler ortalamasına göre ekonomik rantabilite oranı 2,57, mali rantabilite oranı 2,58 , rantabilite faktörü 23,96 olarak bulunmuştur. İşletmelerin yönetici profilleri de bulunmuş olup, üçüncü grupta yer alan işletmelerin yüksek sınıf aralığının diğer gruplara oranla baskın olduğu belirlenmiştir. İşletmeler ortalamasına göre % 70,41'inin orta düzeyde yönetici profiline sahip olduğu belirlenmiştir. Teknik etkinlik, kaynak dağıtım etkinliği ve ekonomik etkinlik katsayıları belirlenerek, üçüncü grupta yer alan işletmelerin, teknik, kaynak dağıtım ve ekonomik etkinliklerinin diğer gruplarda yer alan işletmelere göre daha yüksek olduğu belirlenmiştir. İşletmeler ortalamasına göre, teknik etkinlik 0,66 , saf teknik etkinlik 0,84 , ölçek etkinliği 0,78 , kaynak dağıtım etkinliği 0,89 , ekonomik etkinlik ise 0,75 olarak bulunmuştur. Tobit modeli sonuçlarına göre, işletme sahiplerinin öğrenim süresinin, aile büyüklüğünün, tarım dışı gelirlerinin, üye oldukları tarımsal örgüt sayılarının ekonomik etkinlik üzerinde negatif yönde, işletme büyüklüğü, hayvan varlığı ve sulama sayısının pozitif yönde etkisi olduğu belirlenmiştir. Buğday ve ayçiçeği verimleri dekara ortalama sırasıyla 450 ve 153 kg. bulunmuş olup, bir kg. buğday maliyeti 0,83 TL, bir kg. ayçiçeği maliyeti 2,14 TL olarak bulunmuştur. Karşılaştırmalı analiz sonuçları etkin işletmelerin etkin olmayanlara göre her açıdan daha başarılı olduğunu ortaya koymuştur. Etkin olmayan işletmelerin etkinliğini, etkin olanların düzeyine çıkartmak ve etkinliği topyekün artırmak için inceleme alanında öncelikle iyi düzenlenmiş yayım çalışmaları ve çiftçi eğitim programları ile işletmelerin bilgi kaynaklarına ulaşımı kolaylaştırılmalıdır.

This research was conducted via surveys applied to agricultural enterprises of Edirne, Kırklareli, Tekirdağ provinces, identified through random sampling, in order to determine the efficiency of the agricultural enterprises of the Thrace Region. The enterprises were ranked with respect to their sizes and divided into three strata, including 1-50, 51-200, and 201 decares and above. In accordance with this stratified random sampling approach, number of the surveyed enterprises was determined as 169. Survey was applied to a total of 64 producers in 16 villages of Edirne Province, 49 producers in 13 villages of Kırklareli Province, and 56 producers in 16 villages of Tekirdağ Province. Primarily a detailed economical analysis of the enterprises was made. Some general information was obtained about the agricultural implementations of the surveyed enterprises and their views. Computing the efficiency of the enterprises was based on data envelopment analysis. Factors influencing the economical insufficiency were established by the use of Tobit model. During the research, the production inputs and costs of wheat and sunflower - cultivated in dry conditions - were also determined for 2012. The average size of the surveyed enterprises was found to be 117,49 decares. The active capital based on the average of enterprises was determined as TRY 621 052,29 /decares. Gross Output value, Gross Product, Net Product and Agricultural Income were found, respectively, to be TRY 56 825,22 , TRY 66 570,86 , TRY 15 950,74 and TRY 22 977,42. As a result of the economical analysis, the enterprises with an area of 1-50 decares and 51-200 decares were found economically unprofitable while enterprises with an area of 200 decares and above were determined to be economically profitable. Based on the average of enterprises, economical profitability and return on equity rates were found, respectively, to be 2,57 and 2,58 , while the profitability factor was found to be 23,96. The manager profiles of the enterprises were as well detected and it was observed that the high rank interval of the enterprises within the third group was predominant over the other groups. Based on the average, 70,41% of the enterprises were identified to have mid-level managerial profile. Coefficients of technical efficiency, source distribution efficiency and economical efficiency were determined and they were found to be higher in the third group enterprises than those for the other groups. Based on the average of the enterprises, technical efficiency, pure technical efficiency, scale efficiency, source distribution efficiency and economical efficiency were computed as 0,66 , 0,84 , 0,78 , 0,89 , 0,75 respectively. Based on the results of the Tobit modeling, the education period of the enterprise owners, the size of the family, income from non-agricultural sources, the number of agricultural organizations which they join were determined to have a negative impact on the economical efficiency whereas the size of the enterprise, the presence of livestock and irrigation amount were evaluated to have a positive impact. The yield of wheat and sunflower were computed as 450 and 153 kg per decare, respectively and as kg, while the costs of 1kg of wheat and 1 kg of sunflower were computed as 0,83 and 2,14 in TRY. The results of comparative analysis demonstrate that efficient operations are more successful than those inefficient ones in terms of every aspect. In order to increase their efficiency to the level of the competent as well as increase their overall effectiveness, primarily, the access of the operators to information sources should be facilitated by means of well arranged publications as well as training programs.
