IMF’NİN DEĞİŞİM SÜRECİ: 2008 FİNANS KRİZİ SONRASI DÖNÜŞÜM VE YENİDEN YAPILANMA

Abstract

Uluslararası ekonomik işbirliğini kurmak ve güçlendirmek, uluslararası ticareti kolaylaştırarak dengeli büyümeyi gerçekleştirmek ve ödemeler dengesine ait problemleri çözmek amacıyla oluşturulan Uluslararası Para Fonu (IMF)’nun küresel gelişmelere paralel olarak, zaman içinde ülkelerin ekonomik sorunlarını çözümleme adına üstlendiği rol de değişmiştir. Kuruluşunda üye ülkelerde kur istikrarını sağlamak ve daha çok ödemeler dengesi problemlerini çözümleme amaçlı politikalar uygulayan IMF'nin, özellikle Bretton Woods sabit döviz kurları sisteminin sona ermesiyle birlikte, üstlendiği rolünde önemli değişmeler olmuştur. Özellikle 1980 sonrasında iktisadi sorun yaşayan ülkelere yönelik yazmış olduğu istikrar programı reçeteleri ile etkinliğini git gide artıran IMF, küreselleşme sürecine bağlı olarak yaşanan finansal krizlerde kendini kriz yöneticisi olarak görmüştür. Bu çalışmanın amacı; küresel, bölgesel ve ulusal düzeyde değişen iktisadi şartlara bağlı olarak, IMF'nin kuruluşundan bu güne yeniden yapılanma ve dönüşüm ve özellikle 2008 Finans Krizi sonrası gelişmeler ve devamında karşılaşılan Avrupa borç krizi ekseninde IMF’nin politika yapıcısı rolündeki değişimi üzerine bir değerlendirme yapmak, değişimi gerekli kılan küresel gelişmeleri göz önünde bulundurarak IMF'nin yeni rolünün kriz öncesi ve sonrası istikrarsızlıkları önlemedeki işlevini incelemektir. Yapılan çalışmada IMF kuruluşundan bu güne görev tanımlamasında ve görev alanlarında önemli değişimler yaşadığı, istikrar programları şeklinde yürüttüğü bazı politikalara yapılan eleştiriler çerçevesinde ve önemli politika değişikliğine gittiği gözlenm

IMF created to establish and strengthen international economic cooperation and to achieve balanced growth by facilititating internatonal trade and to solve the problems of payments balance.In parallel to the global development IMF has also changed its role in order to resolve economic problems of the countries.IMF that ensure the stabilisy of rate in member satates and implement the policies for resolution of the problems of payment balance has important changes in its role especially with the and of Bretton Woods fixed ewchange rate system. Especislly after 1980s IMF that has been increasing its effectieness with the stabilization programe prescriptions written for the count having economic problems has sen itself as a crisis manager in the financial crisis depending on the globalization process.The aim of this sturdy is to evaluate on the change of IMF's policiy maker role on the restructing and alternation and development from the establishment of the IMF to this day and especially the developments after financial crisis in 2008 and after than faced axis of the Europen debt crisis depending changing economic conditions at the global, regional and national level and to explore what the role of IMF avoid instabilities at after and before the crisis.In this study ,it is obsemed that since IMF's foundation to this day it has experienced significant changes in the description and position of its taks and made important policy changes for some policy which are running in the form of stabilization programs.
