Savaş ve çatışma bölgelerinde sağlık hizmetleri

Abstract

Dünyanın kuruluşu kadar eski denilebilecek savaş kavramı en basit şekilde iki tarafın kendi çıkarları veya emelleri için farklı şekillerde çatışmaları olarak tanımlanabilir. Bu çalışmada savaş ve çatışma kavramlarının tanımları yapılmış, savaşların türlerinden bahsedilmiş ve savaşın kısa bir tarihini anlatılmıştır. Dünyadaki önemli savaşlardan örnekler verilerek konunun daha iyi anlaşılmasını sağlanmaya çalışılmıştır. Teorik başlangıç bilgilerinden sonra çalışmanın ana konusu olan tarihte savaş bölgelerinde verilen sağlık hizmetleri anlatılmıştır. Bu bağlamda; ilk olarak, askeri sağlık hizmetleri için verilen eğitimlerden, bu eğitimler için açılan eğitim hanelerden, kullanılan malzemelerin neler olduğuna dair bilgiler içeren kısa bir tarih bilgisi verilmiştir. Çalışmada sağlık hizmetlerinin hukuki boyutuna değinildikten sonra, Osmanlı Devletinden günümüze kadar yapılan savaş dönemi sağlık hizmetleri süreci anlatılmıştır. Daha sonra günümüz dünyasında yaşanan savaşlarda ki askeri sağlık hizmetlerine değinilmiş, yaşam koridoru gibi temel kavramlar hakkında ulaşılan bilgiler verilmiştir. Sonuç bölümüyle çalışma tamamlanmıştır. Her ne kadar savaşlar devletler hükümetler arasında yapılsa da bundan zarar gören hep insanlar olmuştur. Bu nedenle çalışmamızın savaş ve çatışma bölgelerinde sunulan sağlık hizmetlerine katkıda bulunulması amaçlanmıştır.

The concept of a war, which can be remarked as old as the foundation of the world, in the simplest way, can be defined as the conflicts of two parties in diverse ways for their own benefits and ambition. Then, in this study, the definitions of the concepts of war and conflict are made, the types of wars are mentioned and a brief history of war is explained. We tried to provide a better understanding of the subject matter by exemplifying from significant wars in the world. After this theoretical initial information, it has been attempted to clarify the health services, which is the main subject topic of our study, provided in war zones in history. In this context; first of all, a brief history of the training given for military health services, the training houses opened for these trainings, and information about the materials used are given. In our study, the adventure of health services from the war period during Ottoman Empire to the present after mentioning the legal dimensions of health services has been described. Then, it has been given information about the military health services in the wars of today's world, and the basic issues like humanitarian corridor. This study is carried out with the conclusion part. Although wars take place among governments and states, it has always been civilians who have suffered from them. For this reason, our study aims to contribute to health services obtained from war and conflict areas.
