Türkiye'de engelli bireylerin spor politikalarındaki yeri

Abstract

Dünya Engellilik Raporu'na göre dünya nüfusunun %15'inin engellilik yaşadığı tahmin edilmektedir. Türkiye'de ise engelli nüfusuna dair kesin bir veri bulunmamaktadır. Sayısal verilerin kesin olmamasına rağmen Türkiye Engelliler Konfederasyonu ülkemizde bulunan engelli sayısının nüfusa oranla %10'dan daha az olmadığı tahmininde bulunmuştur. Engelli bireylerin rehabilitasyonu fiziksel, psikolojik ve toplumsal açıdan incelendiğinde yapılan pek çok araştırma sporun olumlu etkilerini ortaya koymaktadır. Bu sebeple engelli bireylerin spor aracılığıyla topluma katılımları ve toplumla bütünleşmelerinin sağlanması, spor politikalarının sosyal ve kuşatıcı amaçlarına da katkı sunmaktadır. "Türkiye'de Engelli Bireylerin Spor Politikalarındaki Yeri" başlıklı bu çalışmada; spor politikaları kapsamında "herkes için spor" hedefinin, engelli bireyler için oluşturulan spor hedefleri ile uyumlu olup olmadığı ve bu uyumun nasıl tasarlandığı araştırılarak ortaya konulacaktır. Bu çerçevede spor politikalarına kaynaklık eden ilgili mevzuat ve temel stratejik belgeler üzerinde incelemeler yapılmış ve konuya ilişkin tartışmalara yer verilmiştir. Bu çalışmanın sonucunda; engelli bireylere yönelik spor politikaları oluşturulurken sosyal, ekonomik ve kültürel hedeflerin yaşama geçirilmesinde yaşanan aksaklıklara ve sorun alanlarına ilişkin, hedefe uygun somutlaştırılmış çözüm önerilerine ve işlevsel mekanizmalara ihtiyaç duyulduğu ifade edilebilir.

According to the World Report of Disability, 15 % of world population is having disabilities. There is no exact data about population of persons with disabilities in Turkey. Nevertheless The Confederation of the Persons with Disabilities estimates that persons with disabilities are more than 10% percent in proportion to Turkey's population. The physical, physiological and social researches shows that sport has positive impacts on the rehabilitation of persons with disabilities. According to these results, ensuring the participation and integration of the disabled persons to society also contributes to the social and embracive objectives of social policies. In this thesis named as "The Status of Disabled Persons in Sports Policy" it is examined if the stated sports objectives about disabled persons are compatible with the "sports for all" objective of the sports policy, and how these policies are designed. For this purpose, the related legislation and the main strategic documents are analysed and relevant discussions are reviewed. As a conclusion it can be said that, while designing sports policies for disabled persons, well-targeted, well-constructed prescriptions and functional mechanisms are required for flaws and problematics faced within the realisation of social, economic and cultural goals.
