MOBILITY OF HEALTH WORKERS IN THE EUROPEAN UNION AND TURKEY

The reasons of health workforce migration in Europe display similarities with general reasons of migration. The main motivation of health workforce mobility within the EU could be considered as: economic reasons, the structure of the EU, technological developments, variation in diseases and population ratios, individual choices, and the negative or positive characteristics of home or target places. The EU citizens overwhelmingly state that the EU’s principle of “free movement of persons” represents the ideas of the EU on their minds. Likewise the other workers the right of free movement of persons for health care workers legislated under the primary sources of the EU law; however this does not seem sufficient. Furthermore, Turkey also makes efforts in this field both to fulfill her requirements of accession negotiations and for harmonization of the EU. In this study, general information on health care systems of Turkey and European countries would be given and various aspects of reasons of health care workers mobility would be evaluated. The problems and benefits of emigration and immigration-receiving regions would be assessed. Furthermore, free movement rights of health care workers which have been determined by EC directives would be analyzed and finally Turkey’s efforts on harmonization of free movement of health care workers would be appraised.
