    The Agricultural Policies Applied for Hazelnut and Problems of Hazelnut Producers in Sakarya Province

    In Turkey, which holds the world hazelnut production, whole hazelnut agriculture is done in the Black Sea region. Sakarya province is ranked 3th with 13% share in the ranking of provinces where hazelnuts are produced most. The highest share in agricultural income belongs to the livestock sector in Sakarya province. The largest share of fruit growing income belongs to hazelnut production. In the province of Sakarya where hazelnut production is made, the contribution of this product to the regional economy is extremely important. The purpose of this study is to examine the agricultural policies applied in hazelnut in Sakarya province to find solutions to the problems by identifying producer problems. For this purpose, a survey was conducted with 166 hazelnut producers in 2018. 21.7% of hazelnut producers stated that they sold their hazelnuts to the Soil Products Office, 15.1% to Fiskobirlik, 1.2% to the Agricultural Credit Cooperative, 59% to traders and 0.3% to other suppliers. While nearly 60% of the producers sell their hazelnuts to merchants, the rate of those selling to Turkish Grain Board and Fiskobirlik remains very low. 1.2% of the producers stated that government supports are less important, 0.6% stated that they have no idea, 33.3% stated that they are important, and 89.9% stated that they are very important. 22% of the producers stated that support payments are sufficient, 78% stated that they are not sufficient. Most of the producers stated that support payments are insufficient. As a result of the analysis, it was determined that the problems of hazelnut producers; increased input prices, product prices remained stable, government policies were inadequate, the impact of organizations such as Fiskobirlik disappeared day by day, and foreign companies in the export of hazelnuts were at the forefront. The measures to be taken as a result of the research are; in hazelnut production as much as 70% promoting a high rate with manufacturers in Turkey, the reorganization of this sense agricultural policy, eliminating the effects of foreign companies to determine the manufacturer of the product price, as in previous periods of Turkish Grain Board and was designated as the Fiskobirlik nuts should be provided again the exporter.

    Türkiye’ de fındıkta uygulanan tarım politikaları: Sakarya ili örneği

    Dünya fındık üretimini elinde bulunduran Türkiye’de fındık tarımının tamamı Karadeniz bölgesinde yapılmaktadır. Fındığın en çok üretildiği iller sıralamasında Sakarya ili %13’lük pay ile 4. sırada yer almaktadır. Fındık üretiminin yapıldığı Sakarya ilinde, bu ürünün bölge ekonomisine yapacağı katkılar son derece önemlidir. Bu çalışmanın amacı, Sakarya ilinde fındıkta uygulanan tarım politikalarını incelemek, üretici sorunlarını tespit ederek sorunlara çözüm önerileri getirmek ve il ekonomisine katkıda bulunmaktır. Bu amaçla 166 fındık üreticisi ile anket yapılmıştır. Yapılan analiz sonucunda fındık üreticilerinin sorunlarının; girdi fiyatlarının artması, ürün fiyatlarının sabit kalması, hükümet politikalarının yetersiz olması, Fiskobirlik gibi kuruluşların gün geçtikçe etkisinin kaybolması, fındık ihracatında yabancı şirketlerin ön planda olması gibi sıkıntılar olduğu belirlenmiştir. Araştırma sonucunda alınması gereken önlemler ise; fındık üretiminde %70 gibi yüksek bir orana sahip Türkiye’de üreticilerin desteklenmesi, bu anlamda tarım politikalarının yeniden düzenlenmesi, üreticilerin ürün fiyatlarının belirlenmesinde yabancı şirketlerin etkisinin ortadan kaldırılması, daha önceki dönemlerde olduğu gibi TMO ve Fiskobirlik’in fındık ihracatçı konumlarının tekrar sağlanması gerektiği olarak belirlenmiştir.
