Öğe A Review on e-Government Portal's Services within Hospital Information System during Covid-19 Pandemic(Duzce Univ, Fac Medicine, 2022) Bostanci, Seda H.; Yildirim, Seda; Erdogan, FatmaThe Covid-19 pandemic has initiated an important change that affects all economic and social life, especially in the field of health. First of all, pandemic restrictions have made it necessary to transform living habits. This change appears as digital transformation. Especially, decreases in physical mobility, distance obligations, reorganization of working environments have made the way and process of doing business more digital. At this point, innovative technologies and applications are saviors for information system management. In crisis management, the biggest disadvantages of today are that the world population has increased considerably and the interaction in the global system is high. However, the biggest advantage is that the technological possibilities can be developed in a way that contributes to the isolation. It is possible to manage hospital information management more quickly and effectively with new applications. Covid-19 pandemic has also shown the need of digital transformation in the short term, globally. This study aims to review hospital information system management and to give some sample implications based on e-services of e-Government Portal in Turkey. HIS has been used more effectively during the pandemic process. e-Government was observed as a digital tool accelerating processes such as document inquiry, application and information track in Turkey in the context of hospital information system management. It was observed that e-Government portal accelerated the process for the management of hospital information system in Turkey and e-Government portal provided several e-services for healthcare professionals and citizens during the Covid-19 pandemic.Öğe Parameters for the study of climate refugees(Springer International Publishing, 2023) Yildirim, Seda; Bostanci, Seda H.; Yildirim, Durmuş ÇağriClimate change is a natural cycle of the earth. However, the rapid occur-rence of climate change nowadays is seen as anthropogenic, that is, the striking result of human impact on nature. Although the effects of climate change are experienced all over the world, especially the transformation of these processes into natural disas-ters is experienced more in areas where the poor live with insufficient infrastructure and in island settlements of the global south. In this process, climate refugees define people who have lost their settlements as a result of problems such as disasters and drought as a result of climate change and therefore have to migrate. However, today it is a controversial issue in defining the climate refugee, as migration processes are caused by a wide variety of factors. Since it is difficult to define climate refugees, it is difficult to reach measurable numerical data such as the number of climate refugees and their demographic characteristics. In general, there are definitions depending on the law status of climate refugees. This study evaluates the parameters with a new perspective, leaving this legal dimension out of the scope. From this point of view, the study developed an alternative approach by examining the parameters of climate refugees through the 2030 SDGs. Sustainable development goal (SDG 2030) 13 is climate action, and some of the other goals are also related to this area. The most important consequences of climate change are the danger of biodiversity decrease, drought, and water security. Reforestation is an important tool in tackling these problems. This tool can be achieved through central and local government strategies that will mobilize citizen participation and voluntary participation. So the aim of the study is to discuss the role of local governments in public participation in reforestation activities. In this study, reforestation activities will be examined based on SDG15. The role of local governments and the effects of local participation in these activities will be discussed. In this study, which basically includes a literature review, some numerical indicators will also be used.Öğe VISUAL SYMMETRY IN NEUROAESTHETICS(Symmetrion, 2024) Bostanci, Seda H.Neuroscientific approaches, by relying on the perceptual systems created through the senses, render the brain's mechanisms and structures observable. Neuroaestheticsincludes various experimental studies involving technical analysesof the cognitive processes of people's aesthetic experiences.Aesthetics can be expressed as the power of influence in people's communication process with their environment.The cognitive foundations of aesthetic experience have profound implications for fields such as psychology, art and design.One dimension of aesthetic experience is the principle of symmetry, which has connections with Gestalt psychology.Visual symmetry becomes one of the research topics in the field of neuroaesthetics.Visual symmetry refers to the condition in which an object is equal or similar along an axis.This feature makes a significant contribution to the process of individuals making sense of and categorizing their environment.Symmetry simplifies information processing and clarifies relationships between objects.Thus, how symmetry is perceived by the human brain is among the research areas of neuroaesthetics.The aim of this study is to discuss the place and effect of visual symmetry in neuroaesthetic studies.In the study, evaluations were made using the literature review method.
